90_HB0952 New Act Creates the State Publication Advertising Act. Permits each State agency to sell or exchange advertising rights in all of its publications or printed materials. Provides that the State agency selling the advertising rights shall prescribe rules regarding the advertising. Provides that all income derived from the sale of advertising shall be deposited into the General Revenue Fund. Effective immediately. LRB9003830KDcc LRB9003830KDcc 1 AN ACT in relation to State publications. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 State Publication Advertising Act. 6 Section 5. Right to sell advertising in State 7 publications or printed materials. 8 (a) Each State agency shall have the power and authority 9 to sell or exchange advertising rights in all of its 10 publications and printed materials. The sale of advertising 11 shall be subject to rules promulgated by the State agency 12 selling the advertisement. All income derived from the sale 13 of advertising in a publication or printed matter of a State 14 agency or shall be deposited into the General Revenue Fund. 15 (b) For purposes of this Act, "State agency" means and 16 includes all officers, boards, commissions, and agencies 17 created by the Constitution, whether in the executive, 18 legislative, or judicial branch, but other than the circuit 19 court; all officers, departments, boards, commissions, 20 agencies, institutions, authorities, universities, bodies 21 politic and corporate of the State; and administrative units 22 or corporate outgrowths of the State government that are 23 created by or under statute, other than units of local 24 government and their officers, school districts, and boards 25 of election commissioners; all administrative units and 26 corporate outgrowths of the above and as may be created by 27 executive order of the Governor. However, "State agency" does 28 not include the Illinois Comprehensive Health Insurance 29 Board. 30 Section 99. Effective date. This Act takes effect upon -2- LRB9003830KDcc 1 becoming law.
