          Amends the Oaths and Affirmations Act to allow  a  person
      certified  under  the  Illinois Certified Shorthand Reporters
      Act of 1984 to administer oaths and affirmations and to  take
      affidavits  and  depositions  in  accordance  with  the  Act.
      Effective immediately.

 1        AN  ACT  to  amend  the  Oaths  and  Affirmations  Act by
 2    changing Sections 1 and 2.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The Oaths and Affirmations Act is amended by
 6    changing Sections 1 and 2 as follows:
 7        (5 ILCS 255/1) (from Ch. 101, par. 1)
 8        Sec. 1. Oaths  and  affirmations.  All  courts,  and  all
 9    judges and the clerk thereof, the county clerk, deputy county
10    clerk,  and  notaries public, and persons certified under the
11    Illinois Certified Shorthand Reporters Act of 1984, have  the
12    power  to  administer oaths and affirmations to witnesses and
13    others, concerning anything commenced or to be commenced,  or
14    pending before them respectively.

17        Sec.  2.  Affidavits  and  depositions.  All  courts, and
18    judges, and the clerks  thereof,  the  county  clerk,  deputy
19    county  clerk,  the  Secretary of State, and notaries public,
20    and persons certified under the Illinois Certified  Shorthand
21    Reporters  Act  of  1984, may, in their respective districts,
22    circuits, counties or jurisdictions, administer all oaths  of
23    office  and  all  other  oaths  authorized or required of any
24    officer or other person, and take affidavits and  depositions
25    concerning   any  matter  or  thing,  process  or  proceeding
26    commenced or to be commenced, or  pending  in  any  court  or
27    before  them,  or  on  any  occasion wherein any affidavit or
28    deposition is authorized or required by law to be taken.
29        The same functions may be performed by  any  commissioned
30    officer  in  active service of the armed forces of the United

 1    States,  within  or  without  the   United   States.   Oaths,
 2    affidavits  or  depositions  taken  by  or  affirmations made
 3    before such officers need not be authenticated  nor  attested
 4    by any seal nor shall any instruments executed or proceedings
 5    had  before such officers be invalid because the place of the
 6    proceedings or of the execution is not stated.

 8        Section 99.  Effective date.  This Act takes effect  upon
 9    becoming law.
