Amends the Illinois Solid Waste Management Act to require
the Department of Commerce and Community Affairs to study the
management, collection, recycling, and reuse of used glass
products on or before January 1, 1998. Effective immediately.

1 AN ACT to amend the Illinois Solid Waste Management Act
2 by adding Section 6.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Solid Waste Management Act is
6 amended by adding Section 6.5 as follows:
7 (415 ILCS 20/6.5 new)
8 Sec. 6.5. Glass recycling study.
9 (a) The Legislature finds and declares all of the following:
10 (1) Recycling glass from glass containers saves
11 landfill space, reduces energy consumption, and preserves
12 natural resources. Specific benefits can be derived by
13 separating glass from solid waste and by using glass to
14 produce new glass containers and secondary products.
15 (2) Illinoisans purchase millions of tons of glass
16 each year, but only a portion of the glass is separated
17 from the solid waste stream and collected for reuse.
18 Each ton of glass that is recovered saves landfill space,
19 and recycling recovered glass to make new glass
20 containers saves energy otherwise used to make glass
21 containers from virgin sources.
22 (3) A critical component for increasing the
23 recycling of glass containers is securing adequate
24 markets for the recovered glass separated from the solid
25 waste stream and for the finished products made from that
26 material.
27 (4) Increasing the demand for glass containers made
28 from recovered glass will stimulate manufacturers of
29 glass to use larger amounts of recovered glass in their
30 production of glass containers and secondary products.
31 (5) The development of markets for recycled-content

1 glass of all types and grades is beneficial to the State,
2 and the use of recycled-content glass should be
3 encouraged.
4 (b) The Department of Commerce and Community Affairs
5 shall conduct a study of existing and potential systems for
6 the management, collection, and recycling of glass
7 containers. At a minimum, the Department shall evaluate the
8 following:
9 (1) collection, storage, and processing systems for
10 the recycling of used glass containers, including but
11 not limited to beverage bottles and food jars that are
12 generated by consumers, businesses, institutions, and
13 government units;
14 (2) public programs that promote waste reduction
15 and recycling strategies for glass;
16 (3) banning the disposal of glass in landfills;
17 (4) technical and financial assistance programs to
18 aid local governments in collecting and recycling glass
19 containers;
20 (5) current uses of recycled glass for the
21 manufacture of new glass from cullet or the manufacture
22 of secondary products from raw materials; and
23 (6) market development options for recycled-content
24 glass containers.
25 (c) The Department of Commerce and Community Affairs
26 shall consult with manufacturers of recycled glass products,
27 the public, and other states that have implemented glass
28 recycling programs in conducting the study required under
29 subsection (b).
30 (d) The Department of Commerce and Community Affairs
31 shall report its findings and recommendations to the
32 Governor and the General Assembly on or before January 1,
33 1998.

1 Section 99. Effective date. This Act takes effect upon
2 becoming law.
