In the provisions relating to budget proposals from the governing boards of public universities, makes a change of grammar and a change in a reference to the date for submitting the budget proposals. LRB9003704THpk LRB9003704THpk 1 AN ACT to amend the Board of Higher Education Act by 2 changing Section 8. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Board of Higher Education Act is amended 6 by changing Section 8 as follows: 7 (110 ILCS 205/8) (from Ch. 144, par. 188) 8 Sec. 8. The Board of Trustees of the University of 9 Illinois, the Board of Trustees of Southern Illinois 10 University, the Board of Trustees of Chicago State 11 University, the Board of Trustees of Eastern Illinois 12 University, the Board of Trustees of Governors State 13 University, the Board of Trustees of Illinois State 14 University, the Board of Trustees of Northeastern Illinois 15 University, the Board of Trustees of Northern Illinois 16 University, the Board of Trustees of Western Illinois 17 University, and the Illinois Community College Board shall 18 submit to the Board not later than the fifteenth15thday of 19 November of each year its budget proposals for the operation 20 and capital needs of the institutions under its governance or 21 supervision for the ensuing fiscal year. Each budget proposal 22 shall conform to the procedures that are developed by the 23 Board in the design of an information system for State 24 universities and colleges. 25 In order to maintain a cohesive system of higher 26 education, the Board and its staff shall communicate on a 27 regular basis with all public university presidents. They 28 shall meet at least semiannually to achieve economies of 29 scale where possible and provide the most innovative and 30 efficient programs and services. 31 The Board, in the analysis of formulating the annual -2- LRB9003704THpk 1 budget request, shall consider rates of tuition and fees at 2 the state universities and colleges. The Board shall also 3 consider the current and projected utilization of the total 4 physical plant of each campus of a university or college in 5 approving the capital budget for any new building or 6 facility. 7 The Board of Higher Education shall submit to the 8 Governor, to the General Assembly, and to the appropriate 9 budget agencies of the Governor and General Assembly its 10 analysis and recommendations on such budget proposals. 11 Each state supported institution within the application 12 of this Act must submit its plan for capital improvements of 13 non-instructional facilities to the Board for approval before 14 final commitments are made. Non-instructional uses shall 15 include but not be limited to dormitories, union buildings, 16 field houses, stadium, other recreational facilities and 17 parking lots. The Board shall determine whether or not any 18 project submitted for approval is consistent with the master 19 plan for higher education and with instructional buildings 20 that are provided for therein. If the project is found by a 21 majority of the Board not to be consistent, such capital 22 improvement shall not be constructed. 23 (Source: P.A. 89-4, eff. 1-1-96.)
