Amends the Bureau of the Budget Act. Provides that the
State Board of Education, in its budget request submitted
each year to assist the Governor in submitting a recommended
budget to the General Assembly, shall include, in a single
line item of its budget request entitled, "Agency
Operations", the aggregate amount requested as an
appropriation from all funds for personal services and State
contribution for employee group insurance. Provides that
only one line item in the State Board of Education's budget
request may be designated as "Agency Operations", that all
amounts requested to be budgeted and appropriated for
personal services and State contribution for employee group
insurance be included in the "Agency Operations" line item,
and that no other classification of expenditure be included
in that line item of the State Board of Education's budget
request. Adds that nothing in the amendatory Act shall be
deemed to effect the manner or form in which the Governor
submits the State Budget. Effective immediately.

1 AN ACT to amend the Bureau of the Budget Act by adding
2 Section 6.02.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Bureau of the Budget Act is amended by
6 adding Section 6.02 as follows:
7 (20 ILCS 3005/6.02 new)
8 Sec. 6.02. State Board of Education budget requests.
9 Notwithstanding any other law, rule, or regulation to the
10 contrary, in the budget request submitted each fiscal year by
11 the State Board of Education to assist the Governor in
12 submitting a recommended budget to the General Assembly, the
13 aggregate amount requested by the State Board of Education to
14 be budgeted and appropriated for the fiscal year from all
15 funds for "personal services", as that item is defined in
16 Section 14 of the State Finance Act, and for "State
17 contribution for employee group insurance", as that item is
18 classified and standardized under Section 13 of that Act,
19 shall constitute a single line item of the budget request
20 that is designated in the request as "Agency Operations".
21 Only one line item of the State Board of Education's budget
22 request may be designated as "Agency Operations", all amounts
23 requested to be budgeted and appropriated by the State Board
24 of Education for personal services or State contribution for
25 employee group insurance or both shall be included only in
26 that line item of the budget request that is designated
27 "Agency Operations", and no estimated expenditure may be
28 included in the designation "Agency Operations" unless it is
29 an amount that the State Board of Education is requesting to
30 be budgeted and appropriated for personal services or State
31 contribution for employee group insurance or both.

1 Nothing in this Section shall be deemed to in any way
2 affect the manner or the form in which the Governor submits
3 the State Budget for any fiscal year.
4 Section 99. Effective date. This Act takes effect upon
5 becoming law.
