Amend House Bill 368 on page 2, by 3 replacing lines 13 through 32 with the following: 4 "The annual appropriation to the Department of Human 5 Services (formerly the Department of Mental Health and 6 Developmental Disabilities) to fund community services for 7 the developmentally disabled and mentally ill shall include a 8 percentage increase for the wages of direct care workers that 9 is equivalent to the Employment Cost Index for Health Service 10 Occupations. The increases for direct care workers shall be 11 in addition to any increases that are attributable to other 12 factors, including general cost of living increases for 13 community services. The increases in wages that are based on 14 the Employment Cost Index for direct care workers in 15 community settings shall be applied to appropriations to the 16 Department beginning July 1, 1997 for the State fiscal year 17 1998 and shall continue each year thereafter. 18 The Department shall receive certification from the 19 provider agency that any increase appropriated pursuant to 20 this amendatory Act of 1997 shall be utilized in its entirety 21 to provide wage increases to direct care workers."; and 22 on page 4, by replacing lines 9 through 28 with the -2- LRB9001786SMpcam 1 following: 2 "The annual appropriation to the Department of Human 3 Services (formerly the Department of Mental Health and 4 Developmental Disabilities) to fund community services for 5 the developmentally disabled and mentally ill shall include a 6 percentage increase for the wages of direct care workers that 7 is equivalent to the Employment Cost Index for Health Service 8 Occupations.
