      730 ILCS 5/3-14-3         from Ch. 38, par. 1003-14-3
          Amends the Unified Code of  Corrections.   Provides  that
      the Department of Corrections shall establish 2 Regional Life
      Skills  Resource  Centers.  Provides that the 2 sites for the
      centers shall be Chicago and  Southern  Illinois.    Provides
      that  the  centers  shall  address  the  need to provide life
      skills services to offenders to prevent  them  from  becoming
      recurring offenders.  Provides that the centers shall provide
      services  regarding  employment,  marketing,  and specialized
      classes on substance abuse and DUI. Provides that  an  annual
      appropriation  shall be made by the General Assembly from the
      General  Revenue  Fund  to  Southeastern  Illinois  Community
      College to provide for the life  skills  services.  Effective
      immediately.

 1        AN  ACT  to  amend  the  Unified  Code  of Corrections by
 2    changing Section 3-14-3.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Unified Code of Corrections is amended by
 6    changing Section 3-14-3 as follows:
 7        (730 ILCS 5/3-14-3) (from Ch. 38, par. 1003-14-3)
 8        Sec. 3-14-3. Parole Services.
 9        (a)  To  assist  parolees  or  releasees,  the Department
10    shall  provide  employment  counseling  and   job   placement
11    services,  and  may in addition to other services provide the
12    following:
13             (1)  assistance in residential placement;
14             (2)  family and individual counseling and  treatment
15        placement;
16             (3)  financial counseling;
17             (4)  vocational   and   educational  counseling  and
18        placement; and
19             (5)  referral services to any other State  or  local
20        agencies.  The Department may purchase necessary services
21        for  a  parolee  or  releasee  if  they   are   otherwise
22        unavailable  and the parolee or releasee is unable to pay
23        for them. It may assess all or part of the costs of  such
24        services  to a parolee or releasee in accordance with his
25        ability to pay for them.
26        (b)  The  Department  shall  establish  2  Regional  Life
27    Skills Resource Centers.  Each  shall  address  the  need  to
28    provide  life  skills  services  that  are required to assist
29    offenders in making a complete transition back  into  society
30    and  preventing  them from being recurring offenders.  One of
31    the centers  shall  be  located  in  Chicago,  the  other  in

 1    Southern  Illinois.   The  region  in Southern Illinois shall
 2    include the portion of Illinois south of Highway 50 and  also
 3    the  East  St. Louis metropolitan area.  Each center shall be
 4    responsible for establishing offices in each of the  counties
 5    served  by  the center sites.  The tasks of the centers shall
 6    include:
 7             (1)  to  provide  transitional  services  into   the
 8        community and society;
 9             (2)  to    provide    transitional   services   into
10        employment;
11             (3)  to provide employment education;
12             (4)  to provide marketing services; and
13             (5)  to provide specialized services including:
14                  (A)  substance abuse classes;
15                  (B)  sex offender classes; and
16                  (C)  DUI classes.
17        An annual appropriation shall  be  made  by  the  General
18    Assembly   payable   from   the   General   Revenue  Fund  to
19    Southeastern Illinois Community College to  provide  for  the
20    life skills services provided by this Section. The Department
21    of  Corrections  shall gather data on the centers and present
22    the data to the Governor and  General  Assembly  by  July  1,
23    1998.

25        Section  99.  Effective date.  This Act takes effect upon
