90_HB0296 775 ILCS 5/7-113 new Amends the Illinois Human Rights Act to create a Citizens Crime Commission to advise the General Assembly on crime legislation that shall consist of 10 members, 3 of whom shall be appointed by the Speaker of the House of Representatives, 2 by the Minority Leader of the House of Representatives, 3 by the President of the Senate, and 2 by the Minority Leader of the Senate, with 2 co-chairpersons, one each chosen by the Speaker of the House of Representatives and the President of the Senate from among the members they appoint. The appointments shall be made by January 1, 1998, for 2 year terms, at the expiration of which the Commission is abolished. Provides for reimbursement for necessary expenses for members. LRB9000297SMdvA LRB9000297SMdvA 1 AN ACT to amend the Illinois Human Rights Act by adding 2 Section 7-113. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Human Rights Act is amended by 6 adding Section 7-113 as follows: 7 (775 ILCS 5/7-113 new) 8 Sec. 7-113. Citizens Crime Commission. 9 (a) There is established within the Department a 10 Citizens Crime Commission. The Commission shall consist of 11 10 members. The membership of the Commission shall be 12 composed exclusively of victims of violent crime. Three 13 members of the Commission shall be appointed by the Speaker 14 of the House of Representatives, 2 members by the Minority 15 Leader of the House of Representatives, 3 members by the 16 President of the Senate, and 2 members by the Minority Leader 17 of the Senate. There shall be 2 co-chairs of the Commission; 18 the Speaker of the House of Representatives shall designate 19 one of the Commission members appointed by him or her to 20 serve as co-chair and the President of the Senate shall 21 designate one of the Commission members appointed by him or 22 her to serve as co-chair. All appointments shall be made by 23 January 1, 1998, for 2 year terms. 24 (b) The Commission shall advise the General Assembly on 25 crime legislation. 26 (c) Members of the Commission may be reimbursed for all 27 necessary expenses incurred in connection with the 28 performance of their duties as members. 29 (d) This Section is repealed January 1, 2000. 30 Section 99.
