The Bill of Rights for Children is amended by 6 adding Section 5 as follows: 7 (725 ILCS 115/5 new) 8 Sec. 5. Publication of names and addresses of child 9 victims; parental consent. The name or address of a victim 10 of a crime specified in Section 3 who is under 18 years of 11 age may not be published without an order of the court or the 12 written consent of the victim's parent or legal guardian.
