1 AN ACT to amend the Illinois Low-Level Radioactive Waste
2 Management Act by changing Section 10.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Low-Level Radioactive Waste
6 Management Act is amended by changing Section 10 as follows:

8 Sec. 10. Site studies.
9 (a) The Department, in cooperation with the Illinois
10 Geological and Water Surveys, shall complete a study of the
11 technical considerations relating to the siting of a regional
12 low-level radioactive waste disposal facility. The study
13 shall include, but need not be limited to, the identification
14 of the geologic and hydrologic conditions best suited for
15 such a facility, the establishment of a data base on the
16 conditions and the location of these media in Illinois.
17 (b) Upon adopting the regulations establishing
18 requirements for waste disposal facilities provided for in
19 Section 6, the Department shall solicit proposals for the
20 selection of one or more contractors to design, develop, and
21 operate such a facility. Not later than 6 months after the
22 solicitation of proposals, the Director shall select the
23 applicant who has submitted the overall proposal that which
24 best conforms with the requirements of Section 5 and rules
25 regulations adopted under this Act.
