 1                     AMENDMENT TO HOUSE BILL 124
 2        AMENDMENT NO.     .  Amend House Bill 124 on page  1,  by
 3    replacing lines 7 through 31 with the following:
 4        "(10 ILCS 5/7-43) (from Ch. 46, par. 7-43)
 5        Sec.  7-43.   Every person having resided in this State 6
 6    months and in the precinct 30 days next preceding any primary
 7    therein who shall be a citizen of the United  States  of  the
 8    age  of  18  or more years, shall be entitled to vote at such
 9    primary.
10        The  following  regulations  shall   be   applicable   to
11    primaries:
12        No person shall be entitled to vote at a primary:
13        (a)  (Blank).  Unless  he declares his party affiliations
14    as required by this Article.
15        (b)  (Blank). Who shall  have  signed  the  petition  for
16    nomination of a candidate of any party with which he does not
17    affiliate,  when  such  candidate  is  to be voted for at the
18    primary.
19        (c)  Who shall have signed the nominating  papers  of  an
20    independent   candidate  for  any  office  for  which  office
21    candidates for  nomination  are  to  be  voted  for  at  such
22    primary.
23        (c.5)  If  that  person  has  participated  in  the  town

 1    political  party  caucus, under Section 45-50 of the Township
 2    Code, of another political party by signing an  affidavit  of
 3    voters  attending  the caucus within 45 days before the first
 4    day of the calendar month in which the primary is held.
 5        (d)  (Blank). If he has voted at  a  primary  held  under
 6    this  Article 7 of another political party within a period of
 7    23 calendar months next preceding the calendar month in which
 8    such primary is held: Provided, participation  by  a  primary
 9    elector  in  a  primary of a political party which, under the
10    provisions of Section 7-2 of this  Article,  is  a  political
11    party  within  a  city,  village or incorporated town or town
12    only and entitled hereunder to make nominations of candidates
13    for city, village or incorporated town or town offices  only,
14    and for no other office or offices, shall not disqualify such
15    primary  elector from participating in other primaries of his
16    party: And,  provided,  that  no  qualified  voter  shall  be
17    precluded  from  participating  in  the primary of any purely
18    city, village or incorporated town or  town  political  party
19    under the provisions of Section 7-2 of this Article by reason
20    of  such  voter  having  voted  at  the  primary  of  another
21    political  party  within  a period of 23 calendar months next
22    preceding the calendar month in which he seeks to participate
23    is held.
24        (e)  In cities, villages and incorporated towns having  a
25    board  of  election  commissioners  only voters registered as
26    provided by Article 6 of this Act shall be entitled  to  vote
27    at such primary.
28        (f)  No  person  shall  be  entitled to vote at a primary
29    unless he is registered under the provisions of Articles 4, 5
30    or 6 of this Act, when his registration is required by any of
31    said Articles to entitle him to vote  at  the  election  with
32    reference to which the primary is held.

34    on page 2, by deleting lines 1 through 26; and

 1    on page 4, below line 12, by inserting the following:
 2        "Section 99.  Effective date.  This Act takes effect upon
 3    becoming law.".
