90_HB0094ham001 LRB9000763DPcwam 1 AMENDMENT TO HOUSE BILL 94 2 AMENDMENT NO. . Amend House Bill 94 on page 1, by 3 replacing lines 8 through 31 with the following: 4 "(415 ILCS 20/9 new) 5 Sec. 9. Market Development Pilot Program. 6 (a) The General Assembly finds and declares that: 7 (1) Since 1990, Illinois has taken steps to create 8 a market for secondary materials manufacturing 9 enterprises with the assistance of the Department of 10 Commerce and Community Affairs. 11 (2) The benefits of this market development have 12 included a 3-fold return on grant awards and loan 13 investments and a cleaner environment as a result of 14 increased recycling and increased job opportunities where 15 new locally-owned businesses have been created. 16 (3) Efforts to further develop this market are 17 needed to encourage increased use of recycled 18 commodities, develop strategies for transportation and 19 other market conditions, and aid with business and job 20 development in economically-depressed areas of our State. 21 (b) On or before December 31, 1998, the Department shall 22 create a 2-year market development pilot program to expand 23 the market of secondary materials manufacturing enterprises -2- LRB9000763DPcwam 1 that reuse or remanufacture material that is collected under 2 municipal and business recycling programs. The Department 3 shall: 4 (1) develop a 2-year strategic plan for market 5 development that shall assess existing market conditions 6 and projected market conditions, design methods to 7 promote efficient collection and use of recycled waste by 8 municipalities and businesses, suggest public and private 9 sources of investment capital or funds to develop 10 enterprises that reuse or remanufacture secondary 11 materials, and propose recommendations for legislation, 12 appropriations, or other public policies to aid in market 13 development in consultation with existing enterprises 14 that reuse or remanufacture secondary materials, 15 municipalities and businesses that participate in 16 recycling programs, environmental research organizations, 17 other states, and the public; and 18 (2) create a 2-year pilot financial assistance 19 program especially designed to develop secondary 20 materials manufacturing enterprises in 4 enterprise and 21 empowerment zones, located throughout Illinois, that 22 reuse or remanufacture material that is collected in 23 municipal and business recycling programs. 24 (A) The Department shall provide financial 25 assistance to the most viable proposals in the form 26 of low-interest loans or training grants. The size 27 and terms of a loan or grant shall be determined by 28 the Department. 29 (B) In determining the most viable proposals, 30 the Department may consider, among other things, the 31 nature of the business, capital and training needs, 32 program budget constraints, the type and amount of 33 materials that will be diverted from waste disposal, 34 and the impact on job creation in empowerment or -3- LRB9000763DPcwam 1 enterprise zones. 2 (3) The Department shall hold at least 2 3 informational meetings in the State to publicize the 4 existence of this market development program and the 5 existence of the financial assistance program. The 6 Department shall provide technical assistance to 7 potential pilot program participants seeking assistance. 8 (4) The Department shall submit a report to the 9 General Assembly describing the results of the market 10 development program, including its 2-year strategic plan 11 and the results of its pilot program by March 1, 1999."; 12 and 13 on page 2, by deleting lines 1 through 3.
