 2        AMENDMENT NO.     .  Amend House Bill 70 on page 1, lines
 3    2 and 6 by changing  "206,"  wherever  it  appears  to  "204,

15        Sec. 208. (a) The controlled substances  listed  in  this
16    Section are included in Schedule III.
17        (b)  Unless  specifically  excepted  or  unless listed in
18    another  schedule,  any  material,  compound,   mixture,   or
19    preparation  which  contains  any  quantity  of the following
20    substances having a stimulant effect on the  central  nervous
21    system,   including   its  salts,  isomers  (whether  optical
22    position, or geometric), and salts of such  isomers  whenever
23    the existence of such salts, isomers, and salts of isomers is
24    possible within the specific chemical designation;
25             (1)  Those  compounds,  mixtures, or preparations in
26        dosage unit  form  containing  any  stimulant  substances
27        listed  in  Schedule  II  which  compounds,  mixtures, or
28        preparations were listed on August 25, 1971, as  excepted
29        compounds  under  Title  21, Code of Federal Regulations,
30        Section 308.32, and any other drug  of  the  quantitative
31        composition  shown  in that list for those drugs or which
32        is the same except that it contains a lesser quantity  of
33        controlled substances;

 1             (2)  Benzphetamine;
 2             (3)  Chlorphentermine;
 3             (4)  Clortermine;
 4             (5)  Phendimetrazine.
 5        (c)  Unless  specifically  excepted  or  unless listed in
 6    another  schedule,  any  material,  compound,   mixture,   or
 7    preparation  which  contains  any  quantity  of the following
 8    substances having a potential for  abuse  associated  with  a
 9    depressant effect on the central nervous system:
10             (1)  Any    compound,    mixture,   or   preparation
11        containing amobarbital,  secobarbital,  pentobarbital  or
12        any  salt  thereof and one or more other active medicinal
13        ingredients which are not listed in any schedule;
14             (2)  Any   suppository   dosage   form    containing
15        amobarbital,  secobarbital,  pentobarbital or any salt of
16        any of these drugs and approved by the Federal  Food  and
17        Drug Administration for marketing only as a suppository;
18             (3)  Any  substance which contains any quantity of a
19        derivative of barbituric acid, or any salt thereof:
20             (4)  Chlorhexadol;
21             (5)  Methyprylon;
22             (6)  Sulfondiethylmethane;
23             (7)  Sulfonethylmethane;
24             (8)  Sulfonmethane;
25             (9)  Lysergic acid;
26             (10)  Lysergic acid amide;
27             (10.1)  Tiletamine or zolazepam or both, or any salt
28        of either of them.
29        Some trade or other names for a tiletamine-zolazepam
30        combination product: Telazol.
31        Some trade or other names for Tiletamine:
32        2-(ethylamino)-2-(2-thienyl)-cyclohexanone.
33        Some trade or other names for zolazepam:

 4        or any of its salts, per 325 milligrams of aspirin;
 5             (12)  Any material, compound, mixture or preparation
 6        containing  not  more than 12.5 milligrams of pentazocine
 7        or any of its salts, per 325 milligrams of acetaminophen;
 8             (13)  Any material, compound, mixture or preparation
 9        containing not more than 50 milligrams of pentazocine  or
10        any  of  its  salts plus naloxone HCl USP 0.5 milligrams,
11        per dosage unit; .
12             (14)  Ketamine.
13        (d)  Nalorphine.
14        (e)  Unless specifically excepted  or  unless  listed  in
15    another   schedule,   any  material,  compound,  mixture,  or
16    preparation containing  limited  quantities  of  any  of  the
17    following  narcotic  drugs,  or their salts calculated as the
18    free anhydrous base or alkaloid, as set forth below:
19             (1)  not more than 1.8  grams  of  codeine  per  100
20        milliliters  or  not  more  than 90 milligrams per dosage
21        unit,  with  an  equal  or   greater   quantity   of   an
22        isoquinoline alkaloid of opium;
23             (2)  not  more  than  1.8  grams  of codeine per 100
24        milliliters or not more than  90  milligrams  per  dosage
25        unit, with one or more active non-narcotic ingredients in
26        recognized therapeutic amounts;
27             (3)  not     more    than    300    milligrams    of
28        dihydrocodeinone per 100 milliliters or not more than  15
29        milligrams  per  dosage  unit, with a fourfold or greater
30        quantity of an isoquinoline alkaloid of opium;
31             (4)  not    more    than    300    milligrams     of
32        dihydrocodeinone  per 100 milliliters or not more than 15
33        milligrams per dosage unit,  with  one  or  more  active,
34        non-narcotic   ingredients   in   recognized  therapeutic

 1        amounts;
 2             (5)  not more than 1.8 grams of  dihydrocodeine  per
 3        100 milliliters or not more than 90 milligrams per dosage
 4        unit,  with  one or more active, non-narcotic ingredients
 5        in recognized therapeutic amounts;
 6             (6)  not more than 300 milligrams  of  ethylmorphine
 7        per  100  milliliters  or not more than 15 milligrams per
 8        dosage  unit,  with  one  or  more  active,  non-narcotic
 9        ingredients in recognized therapeutic amounts;
10             (7)  not more than 500 milligrams of opium  per  100
11        milliliters  or  per  100  grams,  or  not  more  than 25
12        milligrams per dosage unit,  with  one  or  more  active,
13        non-narcotic   ingredients   in   recognized  therapeutic
14        amounts;
15             (8)  not more than 50 milligrams of morphine per 100
16        milliliters or per 100 grams with  one  or  more  active,
17        non-narcotic   ingredients   in   recognized  therapeutic
18        amounts.
19        (f)  Anabolic steroids,  except  the  following  anabolic
20    steroids that are exempt:
21             (1)  Androgyn L.A.;
22             (2)  Andro-Estro 90-4;
23             (3)  depANDROGYN;
24             (4)  DEPO-T.E.;
25             (5)  depTESTROGEN;
26             (6)  Duomone;
27             (7)  DURATESTRIN;
28             (8)  DUO-SPAN II;
29             (9)  Estratest;
30             (10)  Estratest H.S.;
31             (11)  PAN ESTRA TEST;
32             (12)  Premarin with Methyltestosterone;
33             (13)  TEST-ESTRO Cypionates;
34             (14)  Testosterone Cyp 50 Estradiol Cyp 2;

 1             (15)  Testosterone   Cypionate-Estradiol   Cypionate
 2        injection; and
 3             (16)  Testosterone    Enanthate-Estradiol   Valerate
 4        injection.
 5        (g)  The Department may  except  by  rule  any  compound,
 6    mixture,   or   preparation   containing   any  stimulant  or
 7    depressant  substance  listed  in  subsection  (b)  from  the
 8    application of all or any part of this Act if  the  compound,
 9    mixture, or preparation contains one or more active medicinal
10    ingredients  not  having  a stimulant or depressant effect on
11    the  central  nervous  system,  and  if  the  admixtures  are
12    included therein in combinations,  quantity,  proportion,  or
13    concentration  that  vitiate  the  potential for abuse of the
14    substances which have a stimulant or depressant effect on the
15    central nervous system.
