    Sec. 3-1. Short title. This Article may be cited as the Warehouse Safety Standards Task Force Act. As used in this Article, "this Act" refers to this Article.

    Sec. 3-5. The Warehouse Safety Standards Task Force.
    (a) The Warehouse Safety Standards Task Force is created to study warehouse safety standards. The Task Force shall consist of the following members:
        (1) 2 members of the House of Representatives,
    
appointed by the Speaker of the House of Representatives;
        (2) 2 members of the House of Representatives,
    
appointed by the Minority Leader of the House of Representatives;
        (3) 2 members of the Senate, appointed by the
    
President of the Senate;
        (4) 2 members of the Senate, appointed by the
    
Minority Leader of the Senate;
        (5) one representative of an entity representing
    
retail merchants, appointed by the Governor;
        (6) one representative of an entity representing
    
manufacturers, appointed by the Governor;
        (7) one representative of an entity representing
    
mayors, appointed by the Governor;
        (8) one representative of the State Chamber of
    
Commerce, appointed by the Governor;
        (9) one representative of the American Federation
    
of Labor and Congress of Industrial Organizations, appointed by the Governor;
        (10) one representative of a labor union
    
representing warehouse workers, appointed by the Governor;
        (11) one representative of a worker advocacy
    
organization representing warehouse workers, appointed by the Governor; and
        (12) the Director of Labor or his or her designee,
    
who shall serve as the ex officio chair.
    (b) The members of the Task Force shall serve without compensation.
    (c) The Department of Labor shall provide administrative support to the Task Force.

    Sec. 3-10. Reports. The Task Force must provide quarterly updates of its findings, discussions, and decisions to the Governor and the General Assembly. The Task Force shall submit a final report of its recommendations to the Governor and the General Assembly no later than January 1, 2025.

    Sec. 99-999. Effective date. This Act takes effect upon becoming law, except that Section 5-27 takes effect upon becoming law or on the date House Bill 4285 of the 102nd General Assembly takes effect, whichever is later and Section 5-36 takes effect July 1, 2024.
