Sec. 1. Short title. This Act shall be known and may be cited as the
Illinois Substance Abuse Treatment Program Act.

Sec. 2.
Purpose.
The Substance Abuse Treatment Program shall be
established as a one year pilot project to be instituted within the
Illinois Department of Corrections in an effort to assist inmates in their
rehabilitation from illicit drug and alcohol abuse.

Sec. 3.
Program.
The program shall include a thirty day treatment
program of highly structured activities to instruct the substance abuser in
healthy living skills, dynamics of substance abuse patterns and
personalities, and to aid the abuser in a personal inventory of patterns.
Peer counselors shall be active in providing support and assistance to the
inmates participating in this program. Peer counselors must have
successfully graduated from the program demonstrating exceptional
participation and healthy leadership ability. Inmates who successfully
complete all assignments within the program will be considered graduates.
Each graduate will be awarded a Certificate of Achievement and a Guides for
Better Living Certificate.

Sec. 4.
Power of Department.
The Department of Corrections shall
have the authority to promulgate such rules and regulations as the Director
deems necessary to carry out the purposes of this Act.

Funding.
The Funding for this program shall be from funds
appropriated to the Department of Corrections for this purpose.
