Sec. 6.
The Department of Natural Resources may lease or permit the use
of, in whole or in part, the surplus waters at all Department owned dams and
lease or permit the use of, in whole or in part, any land, rights to land, or
property interests for hydropower development or the power developed from it
for a period not to exceed 50 years.
