Sec. 3.
It is the purpose of this Act to relieve unemployment and
underemployment, to aid in the reemployment of persons returning to civilian
life from military service and to encourage the increase of industry and commerce in
this State, thereby reducing the evils associated with unemployment and
underemployment.
