Sec. 15-35. Public library construction project grant amounts; permitted
use; prohibited use. (a) The product of the public library's grant index and the
recognized project cost, as determined by the Secretary of State, for an
approved public library construction project shall equal the amount of the grant the
Secretary of State shall provide to the eligible public library. The grant
index shall not be used in cases where the General Assembly and the Governor
approve appropriations designated for specifically identified public library
construction projects.
(b) In each fiscal year in which public library construction project grants are
awarded, of the total amount awarded statewide, 20% shall be awarded to the Chicago Public Library System, provided that the Chicago Public Library System complies
with the provisions of this Act, and 80% shall be awarded to public libraries outside of the City of Chicago.
(c) No portion of a public library construction project grant awarded by the
Secretary of State shall be used by a public library for any
on-going operational costs.
