1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the EpiPen
5Crowdsourcing Task Force Act.
 
6    Section 5. EpiPen Crowdsourcing Task Force.
7    (a) The EpiPen Crowdsourcing Task Force is created to
8study the use of crowdsourcing in the availability of EpiPens.
9The Task Force shall be composed of 11 members appointed as
10follows:
11        (1) one member appointed by the Speaker of the House
12    of Representatives;
13        (2) one member appointed by the Minority Leader of the
14    House of Representatives;
15        (3) one member appointed by the President of the
16    Senate;
17        (4) one member appointed by the Minority Leader of the
18    Senate;
19        (5) the Director of Public Health, or his or her
20    designee;
21        (6) the Director of State Police, or his or her
22    designee;
23        (7) the Secretary of Innovation and Technology, or his

1    or her designee;
2        (8) one representative of the Illinois Sheriffs'
3    Association appointed by the Director of Public Health;
4        (9) one representative of the Illinois Association of
5    Chiefs of Police appointed by the Director of Public
6    Health;
7        (10) one representative of a statewide organization
8    representing pharmacists appointed by the Director of
9    Public Health; and
10        (11) one representative of a statewide organization
11    representing pharmaceutical manufacturers appointed by the
12    Director of Public Health.
13    (b) Members of the Task Force shall receive no
14compensation for their service as members of the Task Force,
15but may be reimbursed for expenses from appropriations made by
16law.
17    (c) The Task Force shall meet at least 4 times, with the
18first meeting being within 30 days after the effective date of
19this Act. At the first meeting of the Task Force, members shall
20select a Chair from among the membership of the Task Force.
21    (d) The Department of Public Health shall provide
22administrative and other support to the Task Force.
 
23    Section 10. EpiPen Crowdsourcing Study.
24    (a) The EpiPen Crowdsourcing Task Force shall conduct a
25study on the use of crowdsourcing in the availability of

1EpiPens, and produce a report on its findings. The report
2shall include, but not be limited to, the following
3information:
4        (1) the prevalence of the use of electronic software
5    applications specifically designed to use crowdsourcing
6    for the purpose of obtaining EpiPens in emergency
7    situations, and the effectiveness of such software in
8    obtaining EpiPens;
9        (2) the feasibility of applying similar crowdsourcing
10    methods using electronic software applications for use by
11    first responders and other emergency personnel when they
12    lack the necessary medical resources in emergency
13    situations;
14        (3) recommendations concerning the use of
15    crowdsourcing electronic software applications in medical
16    emergency situations; and
17        (4) any other information the Task Force may deem
18    necessary for inclusion in the report.
19    (b) The Task Force shall submit a report with its findings
20to the Governor and the General Assembly on or before January
211, 2023.
 
22    Section 15. Repeal. This Act is repealed on January 1,
232024.
