Amends the Counties Code and Illinois Municipal Code. Provides that no department, agency, or person shall issue a permit or license authorizing the use of explosives for the purpose of demolishing any structure by implosion where the residential population density in the area near the structure is one or more dwelling units per acre.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Counties Code is amended by adding Section 5-1186 as follows:

(55 ILCS 5/5-1186 new)

Sec. 5-1186. Use of explosives for implosion demolition. No department, agency, or person shall issue a permit or license authorizing the use of explosives for the purpose of demolishing any structure by implosion where the residential population density in the area near the structure is one or more dwelling units per acre.

Section 10. The Illinois Municipal Code is amended by adding Section 11-42-17 as follows:
