SYNOPSIS AS INTRODUCED:

Amends the Department of Human Services Act. Requires the Department of Human Services to, subject to appropriation, establish and administer a Crisis Nursery Grant Program to award grants to crisis nursery service providers. Provides that successful grantees under the program shall comply with policies and procedures on program, data, and expense reporting as developed by the Department. Requires the Department to seek to attain any federal grants or other funding that may be available for the purpose of the program. Provides that funds received by the Department shall supplement and not supplant other existing or new federal, State, or local sources of funding for crisis nursery services. Provides that any new federal funding received shall supplement and not supplant funding for the program. Requires successful grantees under the Crisis Nursery Grant Program to submit an annual report to the Department that includes the following information: (i) the expenditures of the crisis nursery service provider; (ii) the number and demographics of families served over a one-year period; and (iii) any other funds received outside of the State grant. Creates the Crisis Nursery Fund to hold any moneys appropriated to the Department for the Crisis Nursery Grant Program, any federal grants or other funding received by the Department for the program, and all other moneys received by the Fund from any other source. Amends the State Finance Act to add the Crisis Nursery Fund to the list of Funds under the Act.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Human Services Act is amended by adding Section 10-80 as follows:

Sec. 10-80. Crisis Nursery Grant Program.

(a) The General Assembly finds that the State has an interest in prioritizing the health and safety of children through the provision of respite and short-term care for families experiencing a crisis. Crisis nurseries work with families to provide immediate intervention and short-term care for children under 6 years of age.

(b) As used in this Section:

"Crisis nursery service provider" means a service provider that operate 24 hours a day, every day of the calendar year to provide immediate intervention and short-term care to families of children under 6 years of age. Crisis nursery services include, but are not limited to, round-the-clock crisis care, children's groups, home visiting, parenting classes, parent support groups, crisis counseling, and referral and linkage to after care services, such as long-term child care arrangements, substance abuse services, mental health services, and domestic violence services.

"Program" means the Crisis Nursery Grant Program.

(c) Crisis Nursery Grant Program.

(1) Subject to appropriation, the Department shall establish and administer a Crisis Nursery Grant Program to award grants to crisis nursery service providers in accordance with this Section and any other rules that may be adopted by the Department. Successful grantees under this program shall comply with policies and procedures on program, data, and expense reporting as developed by the Department, in consultation with the Governor's Office of Management and Budget.

(2) The Department shall seek to attain any federal grants or other funding that may be available for the purposes of this Section.

(3) Funds received under this Section shall supplement and not supplant other existing or new federal, State, or local sources of funding for crisis nursery services. Any new federal funding received shall supplement and not supplant funding for this program.

(d) The Crisis Nursery Fund is created as a special fund in the State treasury. The Funds shall consist of any moneys appropriated to the Department for the Crisis Nursery Grant Program, any federal grants or other funding received by the Department for the Crisis Nursery Grant Program, and all other moneys received by the Fund from any other source. Moneys in the Fund shall be expended for the Crisis Nursery Grant Program and for no other purpose. All interest earned on moneys in the Fund shall be deposited into the Fund.

(e) Report on expenditures and data collection. Successful grantees under the Crisis Nursery Grant Program must submit an annual report to the Department that includes the following information:

(1) The expenditures of the crisis nursery service provider.

(2) The number and demographics of families served over a one-year period.

(3) Any other funds received outside of the State grant.

Section 10. The State Finance Act is amended by adding Section 5.1015 as follows:
