HOUSE JOINT RESOLUTION 22

 
2    WHEREAS, The transportation of elementary and secondary
3education students is an important public policy issue; and
 
4    WHEREAS, Whether or not a school district in Illinois may
5use a multi-function school activity bus for transportation is
6continually up for debate; and
 
7    WHEREAS, There is a need for accurate and consistent
8information regarding the legal and appropriate mode of
9transportation of students in grades K through 12 made
10available to administrators, educators, parents and
11transportation companies; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
14CONCURRING HEREIN, that there is created the Task Force on
15Modes of School Transportation for Elementary and Secondary
16Education, consisting of the following:
17    (1) the State Superintendent of Education or his or her
18designee, who shall serve as Chair of the Task Force;
19    (2) the Lieutenant Governor or his or her designee;
20    (3) the Secretary of State or his or her designee;
21    (4) the Secretary of Transportation or his or her designee;
22    (5) one member of the General Assembly, appointed by the

1President of the Senate;
2    (6) one member of the General Assembly, appointed by the
3Minority Leader of the Senate;
4    (7) one member of the General Assembly, appointed by the
5Speaker of the House of Representatives;
6    (8) one member of the General Assembly, appointed by the
7Minority Leader of the House;
8    (9) a representative of a statewide association
9representing school board members, appointed by the State
10Superintendent of Education;
11    (10) a representative of an association representing
12private special education centers, appointed by the State
13Superintendent of Education;
14    (11) a representative of a statewide association
15representing regional superintendents of schools, appointed by
16the State Superintendent of Education;
17    (12) a representative of a statewide association
18representing teachers, appointed by the State Superintendent
19of Education;
20    (13) a representative of a different statewide association
21representing teachers, appointed by the State Superintendent
22of Education;
23    (14) a representative of an association representing
24teachers in a city with 500,000 or more inhabitants, appointed
25by the State Superintendent of Education;
26    (15) a representative of an association representing

1private contractors providing school transportation, appointed
2by the State Superintendent of Education;
3    (16) a representative of an association representing large
4unit school districts, appointed by the State Superintendent of
5Education;
6    (17) a representative of a statewide association
7representing principals, appointed by the State Superintendent
8of Education;
9    (18) a representative of a statewide association
10representing school administrators, appointed by the State
11Superintendent of Education;
12    (19) a representative of a statewide association
13representing high school districts, appointed by the State
14Superintendent of Education;
15    (20) a representative of an association representing
16school boards, appointed by the State Superintendent of
17Education; and
18    (21) a representative of an association representing
19suburban school districts, appointed by the State
20Superintendent of Education; and, be it further
 
21    RESOLVED, That the Task Force shall:
22    (1) conduct a thorough review of existing State and federal
23law regarding the use of the various modes to transport
24elementary and secondary education students;
25    (2) develop concise and consistent information to be

1considered for use by the State Board of Education, the
2Department of Transportation, and the Secretary of State to the
3public about the legal means by which elementary and secondary
4education students may be transported, including, but not
5limited to:
6        (A) the type of vehicle and the required equipment to
7    transport elementary and secondary education students;
8        (B) the allowed purpose of the transportation and any
9    other limits of transportation of elementary and secondary
10    education students by vehicle type;
11        (C) the type of driver's license required to transport
12    elementary and secondary education students; and
13        (D) the requirements for driver licensing and vehicle
14    licensing and inspection; and
15    (3) make recommendations to the State Board of Education
16and the General Assembly regarding the safe transportation of
17elementary and secondary education students in our State; and
18be it further
 
19    RESOLVED, That the Task Force shall seek input from
20stakeholders and members of the public on the issues to be
21reviewed and reported on by the Task Force; and be it further
 
22    RESOLVED, That members of the Task Force shall serve
23without compensation, and the State Board of Education shall
24provide administrative and other support to the Task Force; and

2    RESOLVED, That the Task Force shall meet at the request of
3the Task Force Chair, but shall meet a minimum of 4 times prior
4to December 15, 2017; and be it further
 
5    RESOLVED, That the Task Force shall present its legislative
6and administrative recommendations to the Governor and the
7General Assembly no later than December 15, 2017; and be it
8further
 
9    RESOLVED, That the Task Force shall be dissolved after
10submitting its recommendations to the Governor and the General
11Assembly.
