SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Monarch plates. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Roadside Monarch Habitat Fund shall be paid as grants to fund roadside monarch and other pollinator habitat development, enhancement, and restoration projects in this State. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Roadside Monarch Habitat Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Monarch plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as
15Monarch plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division or motor vehicles of the second division weighing not
18more than 8,000 lbs. Plates issued under this Section shall
19expire according to the multi-year procedure established by
20Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application. The Secretary may allow the plates to be
4issued as vanity plates or personalized plates under Section
53-405.1 of this Code. The Secretary shall prescribe stickers or
6decals as provided under Section 3-412 of this Code.
7    (c) An applicant shall be charged a $40 fee for original
8issuance in addition to the appropriate registration fee, if
9applicable. Of this fee, $25 shall be deposited into the
10Roadside Monarch Habitat Fund and $15 shall be deposited into
11the Secretary of State Special License Plate Fund. For each
12registration renewal period, a $27 fee, in addition to the
13appropriate registration fee, shall be charged. Of this fee,
14$25 shall be deposited into the Roadside Monarch Habitat Fund
15and $2 shall be deposited into the Secretary of State Special
16License Plate Fund.
17    (d) The Roadside Monarch Habitat Fund is created as a
18special fund in the State treasury. All moneys in the Roadside
19Monarch Habitat Fund shall be paid, subject to appropriation by
20the General Assembly and distribution by the Secretary, as
21grants to fund roadside monarch and other pollinator habitat
22development, enhancement, and restoration projects in this
23State.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
