| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, Emergency responders are constantly placed in | 3 | | danger while performing their duties, both from the dangerous | 4 | | conditions of their work and the hazardous locations where | 5 | | incidents occur; and
| 6 | | WHEREAS, On March 5, 2013, Hudson Community Fire Protection | 7 | | District volunteer firefighter Chris Brown was struck and | 8 | | killed by a motorist while working at the scene of a motor | 9 | | vehicle collision; and | 10 | | WHEREAS, On October 30, 2013, Pontiac Police
Department K9 | 11 | | Officer Casey Kohlmeier was struck and killed by a drunk driver | 12 | | while performing his duties on Interstate 55; and | 13 | | WHEREAS, Many other emergency responders have been killed, | 14 | | injured, or placed in needless danger by similar incidents; and
| 15 | | WHEREAS, More comprehensive solutions are required to | 16 | | ensure that emergency responders are able to safely perform the | 17 | | vital duties they carry out for the citizens of our State; | 18 | | therefore, be it

| 1 | | SENATE CONCURRING HEREIN, that there is created the Emergency | 2 | | Responder Roadway Safety Task Force to identify and recommend | 3 | | ways that the State of Illinois can increase the safety of | 4 | | emergency responders while they perform their duties; and be it | 5 | | further
| 6 | | RESOLVED, That the Task Force shall consist of the | 7 | | following members: one member appointed by the Speaker of the | 8 | | House of Representatives; one member appointed by the Minority | 9 | | Leader of the House of Representatives; one member appointed by | 10 | | the President of the Senate; one member appointed by the | 11 | | Minority Leader of the Senate; 2 members appointed by the | 12 | | Secretary of the Illinois Department of Transportation, one of | 13 | | which must be currently employed as a highway maintainer with | 14 | | the Illinois Department of Transportation; one member | 15 | | appointed by the Director of the Illinois State Police; one | 16 | | police officer from a county with a population of less than | 17 | | 60,000 citizens appointed by an association that represents law | 18 | | enforcement; one police officer from a county with a population | 19 | | between 60,000 and 1,000,000 citizens appointed by an | 20 | | association that represents law enforcement; one police | 21 | | officer from a county with a population of more than 1,000,000 | 22 | | citizens appointed by an association that represents law | 23 | | enforcement; one firefighter from a county with a population of | 24 | | less than 60,000 citizens appointed by an association that | 25 | | represents firefighters; one firefighter from a county with a |

| 1 | | population between 60,000 and 1,000,000 citizens appointed by | 2 | | an association that represents firefighters; one firefighter | 3 | | from a county with a population of more than 1,000,000 citizens | 4 | | appointed by an association that represents firefighters; one | 5 | | emergency medical services personnel from a county with a | 6 | | population of less than 60,000 citizens appointed by an | 7 | | association that represents emergency medical services | 8 | | personnel; one emergency medical services personnel from a | 9 | | county with a population between 60,000 and 1,000,000 citizens | 10 | | appointed by an association that represents emergency medical | 11 | | services personnel; one emergency medical services personnel | 12 | | from a county with a population of more than 1,000,000 citizens | 13 | | appointed by an association that represents emergency medical | 14 | | services personnel; one member appointed by the Executive | 15 | | Director of the Illinois State Toll Highway Authority; and one | 16 | | member from an Illinois association that represents the | 17 | | interests of the towing and recovering industry; the members of | 18 | | the Task Force shall select a chairperson at the initial | 19 | | meeting; and be it further | 20 | | RESOLVED, That the Illinois State Police shall provide | 21 | | administrative and other support to the Task Force; and be it | 22 | | further | 23 | | RESOLVED, That the members of the Task Force shall serve | 24 | | without compensation; and be it further |

| 1 | | RESOLVED, That the Task Force shall submit a report of its | 2 | | findings and recommendations to the General Assembly no later | 3 | | than January 1, 2016.
