    Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning employer rights.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Educational Labor Relations Act is
5amended by changing Section 4 as follows:
 
6    (115 ILCS 5/4)  (from Ch. 48, par. 1704)
7    Sec. 4. Employer rights. Employers shall not be required to
8bargain over matters of inherent managerial policy, which shall
9include such areas of discretion or policy as the the functions
10of the employer, standards of services, its overall budget, the
11organizational structure and selection of new employees and
12direction of employees. Employers, however, shall be required
13to bargain collectively with regard to policy matters directly
14affecting wages, hours and terms and conditions of employment
15as well as the impact thereon upon request by employee
16representatives, except as provided in Section 10.5. To
17preserve the rights of employers and exclusive representatives
18which have established collective bargaining relationships or
19negotiated collective bargaining agreements prior to the
20effective date of this Act, employers shall be required to
21bargain collectively with regard to any matter concerning
22wages, hours or conditions of employment about which they have
23bargained for and agreed to in a collective bargaining

2provided in Section 10.5.
