1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Cystic Fibrosis Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Cystic Fibrosis plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as
15Cystic Fibrosis plates. The special plates issued under this
16Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 lbs. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application.
4    (c) An applicant shall be charged a $25 fee for original
5issuance in addition to the appropriate registration fee, if
6applicable. Of this fee, $10 shall be deposited into the Cystic
7Fibrosis Fund and $15 shall be deposited into the Secretary of
8State Special License Plate Fund. For each registration renewal
9period, a $25 fee, in addition to the appropriate registration
10fee, shall be charged. Of this fee, $23 shall be deposited into
11the Cystic Fibrosis Fund and $2 shall be deposited into the
12Secretary of State Special License Plate Fund.
13    (d) The Cystic Fibrosis Fund is created as a special fund
14in the State treasury. All moneys in the Cystic Fibrosis Fund
15shall be paid, subject to appropriation by the General Assembly
16and distribution by the Secretary, as grants to be divided
17evenly between the Chicago and Peoria offices of the Greater
18Illinois Chapter of the Cystic Fibrosis Foundation for the
19purposes of cystic fibrosis research, education, awareness,
20and treatment.
