| HOUSE JOINT RESOLUTION
| 2 |
| WHEREAS, The members of this body were deeply saddened to | 3 |
| learn of the death of Maria "Tonne" Ulmer-Glover of Chicago; | 4 |
| and
| 5 |
| WHEREAS, Maria "Tonne" Ulmer-Glover was born on April 1, | 6 |
| 1949, in Chicago, to the union of David and Mary Atkins; she | 7 |
| accepted Christ at an early age and remained steadfast in her | 8 |
| faith throughout her life; and
| 9 |
| WHEREAS, She graduated from Harlan High School and attended | 10 |
| the University of Illinois at Champaign; she matriculated from | 11 |
| Roosevelt University receiving a degree in accounting; and
| 12 |
| WHEREAS, In 1981, she began her service to the citizens of | 13 |
| the State of Illinois by joining the staff of the then newly | 14 |
| created Illinois Department of Human Rights (IDHR); she served | 15 |
| in the capacity of Chief Accountant; and
| 16 |
| WHEREAS, Maria performed in an outstanding manner | 17 |
| throughout her tenure with the Illinois Department of Human | 18 |
| Rights, working tirelessly and unselfishly to develop and | 19 |
| maintain the fiscal integrity of the IDHR; through the years, | 20 |
| she distinguished herself in many facets of her work, one of | 21 |
| which was becoming the first African-American female in the | 22 |
| State to be promoted to the lofty position of Chief Fiscal | 23 |
| Officer for a Cabinet-level agency; and
| 24 |
| WHEREAS, She worked closely and effectively with the | 25 |
| members of the Illinois General Assembly in many areas, but | 26 |
| particularly in its effort to ensure the fiscal integrity of | 27 |
| the State's budget; she developed and piloted the budget of the | 28 |
| Illinois Department of Human Rights through the legislative | 29 |
| process with efficiency, professionalism, and competence; she | 30 |
| earned the respect and admiration of many members of the |

| legislature with whom she worked; and | 2 |
| WHEREAS, Maria owned and operated a thriving accounting | 3 |
| firm for over 25 years; and | 4 |
| WHEREAS, Maria took time from her busy schedule to join and | 5 |
| actively participate in many community and civic organizations | 6 |
| such as Lake Shore Chapter of Links, Incorporated; she was a | 7 |
| founding member of the Chicago Chapter of Carats, Inc., and | 8 |
| Alpha Kappa Alpha Sorority, Inc., just to name a few; and | 9 |
| WHEREAS, The passing of Maria "Tonne" Ulmer-Glover will be | 10 |
| deeply felt by many, especially her husband, David Anthony | 11 |
| Glover; her daughter, Roshaun Deniece Ulmer-Windham (John); | 12 |
| her granddaughter, Ayari Antonne Windham; her parents, David | 13 |
| and Mary Atkins; her brother, David B. Atkins, Jr. | 14 |
| (Jacqueline); her mother-in-law, Shirley Cole; and a number of | 15 |
| other relatives and friends; therefore, be it
| 16 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 17 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 18 |
| SENATE CONCURRING HEREIN, that we mourn the death of Maria | 19 |
| "Tonne" Ulmer-Glover along with all who knew and loved her and | 20 |
| extend our sincere condolences to her family and friends; and | 21 |
| be it further
| 22 |
| RESOLVED, That a suitable copy of this resolution be | 23 |
| presented to the family of Maria "Tonne" Ulmer-Glover as an | 24 |
| expression of our deepest sympathy.
