| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Cindy Barbera-Brelle on | 4 | | the occasion of her retirement as Executive Director of the | 5 | | Northwest Central Dispatch System (NWCDS); and
| 6 | | WHEREAS, Cindy Barbera-Brelle joined the NWCDS in the 1970s | 7 | | as a dispatcher; she then worked for the Village of Palatine as | 8 | | Communications Supervisor, for Southwest Central Dispatch, | 9 | | where she helped build a combined communications center, for | 10 | | the Cook County Sheriff's Police Department as Director of | 11 | | Emergency Communications, and for Motorola's Printrak CAD | 12 | | system as a project manager; on October 1, 2001, she returned | 13 | | to the NWCDS as the Assistant Executive Director; and
| 14 | | WHEREAS, Cindy Barbera-Brelle became Executive Director of | 15 | | the NWCDS in 2005; under her leadership, she brought an already | 16 | | well-respected center to the next level; she led the center's | 17 | | expansion both structurally and operationally, and she | 18 | | constantly demonstrates her vast knowledge as Executive | 19 | | Director and her overall commitment to the field through | 20 | | foresight, preparation, project management, and | 21 | | administration; and
| 22 | | WHEREAS, Cindy Barbera-Brelle strives to keep the NWCDS on |

| 1 | | the cutting edge in both technology and operations; in 2010, | 2 | | the NWCDS was the first center in Illinois and the 139th in the | 3 | | world to earn the distinction of being awarded accreditation as | 4 | | an Emergency Medical Dispatch Accredited Center of Excellence; | 5 | | and | 6 | | WHEREAS, In 2007, Cindy Barbera-Brelle was recognized by | 7 | | the National Emergency Number Association for
outstanding | 8 | | service; in 2012, she received the National Center for Missing & | 9 | | Exploited Children's Missing Kids
Readiness Project Partner | 10 | | Award; in 2013, she was the recipient of Illinois Public | 11 | | Employer Labor Relations Association's James Baird Leadership | 12 | | Award; in 2011, the NWCDS was awarded recognition as a National | 13 | | Center for Missing & Exploited Children 9-1-1 Call Center | 14 | | Partner; and
| 15 | | WHEREAS, Cindy Barbera-Brelle has a master's degree in | 16 | | public administration and a Master of Business Administration; | 17 | | she has multiple certificates, including GIS and FOIA; she is a | 18 | | member of the State chapters of APCO, International and the | 19 | | National Emergency Number Association; she serves as the | 20 | | Illinois Telecommunicator Emergency
Response Team President | 21 | | and the Illinois National Emergency Number Association Region | 22 | | One
Vice-President; and | 23 | | WHEREAS, Cindy Barbera-Brelle was nominated in August of |

| 1 | | 2015 for Communications Director of the Year; and
| 2 | | WHEREAS, Cindy Barbera-Brelle's retirement will be | 3 | | official in January of 2016; therefore, be it
| 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 5 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 6 | | congratulate Cindy Barbera-Brelle on her retirement as | 7 | | Executive Director of the Northwest Central Dispatch System, | 8 | | and we wish her the best in all her future endeavors; and be it | 9 | | further
| 10 | | RESOLVED, That a suitable copy of this resolution be | 11 | | presented to Cindy Barbera-Brelle as an expression of our | 12 | | esteem and respect.
