HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate River City Construction on the occasion of its 40th anniversary; and

WHEREAS, In October 2024, River City Construction will celebrate its 40th year in business; since its inception, it has completed over $7,500,000,000 worth of construction projects; founded on the guiding principles of completing quality projects that are accomplished safely, on time, within budget, and with an unwavering dedication to customer satisfaction, the business focuses to this day on its core value of relationships as a key driver of success; and

WHEREAS, River City Construction was founded in 1984 by Jim Barr, Don Brennan, Wynne Carter, Lu Ori, Joe West, and Jim Wendle, in partnership with Michael Cullinan and R.A. Cullinan & Sons; with a mindset of "do whatever it takes," these courageous individuals made the bold move to establish the company in an unfavorable economic environment, having just experienced the demise of V. Jobst & Sons; their gamble paid off as the company's principals aggressively pursued and won a number of contracts within the first month of opening its doors; and

WHEREAS, River City Construction opened its second location, an office in Benton, in 1992 under the management of Bernie Koch, who became a principal in 1991 and served as president of the organization from 2008 until 2016; the Benton location allowed the company to serve clients in the southernmost regions of the State of Illinois; and

WHEREAS, The River City Design Group was formed in 1998; the design firm's purpose was to provide clients with a single source for their projects by utilizing alternative delivery methods, including design-build, construction management, and other progressive building methodologies, an innovative move for the construction industry at the time; the company moved into its new headquarters in East Peoria in 2002 with the new facility serving as an example of the group's visionary abilities to bring clients' visions to life; and

WHEREAS, River City Construction opened its third location in Ashland, Missouri in 2004 under the same guiding principles as the founders envisioned, focusing on relationships as the driver of success for the central Missouri region; it again expanded its reach by opening a fourth location in O'Fallon, Illinois in 2023 to better serve long-standing clients located in and around the Metro East area and the surrounding St. Louis areas; and

WHEREAS, River City Construction's guiding principles and business philosophies have not changed since its inception; as it continues to grow and expand today, the firm's principles remain steadfast in upholding its core values of integrity, excellence, relationships, and innovation; the company's principals include President Leanne Skuse, Executive Vice Presidents Andy Cook, Steve Dorris, Kent Kampwerth, Josh Sanders, Vice Presidents Gabe Rodriguez, Joe Seymour, and Mark Ward as well as Board Members Michael Cullinan and Allen Cullinan; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate River City Construction on its 40th anniversary, and we wish its officers and employees every success in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to River City Construction as an expression of our esteem and respect.
