HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate River City Construction
4on the occasion of its 40th anniversary; and
 
5    WHEREAS, In October 2024, River City Construction will
6celebrate its 40th year in business; since its inception, it
7has completed over $7,500,000,000 worth of construction
8projects; founded on the guiding principles of completing
9quality projects that are accomplished safely, on time, within
10budget, and with an unwavering dedication to customer
11satisfaction, the business focuses to this day on its core
12value of relationships as a key driver of success; and
 
13    WHEREAS, River City Construction was founded in 1984 by
14Jim Barr, Don Brennan, Wynne Carter, Lu Ori, Joe West, and Jim
15Wendle, in partnership with Michael Cullinan and R.A. Cullinan &
16 Sons; with a mindset of "do whatever it takes," these
17courageous individuals made the bold move to establish the
18company in an unfavorable economic environment, having just
19experienced the demise of V. Jobst & Sons; their gamble paid
20off as the company's principals aggressively pursued and won a
21number of contracts within the first month of opening its
22doors; and

1    WHEREAS, River City Construction opened its second
2location, an office in Benton, in 1992 under the management of
3Bernie Koch, who became a principal in 1991 and served as
4president of the organization from 2008 until 2016; the Benton
5location allowed the company to serve clients in the
6southernmost regions of the State of Illinois; and
 
7    WHEREAS, The River City Design Group was formed in 1998;
8the design firm's purpose was to provide clients with a single
9source for their projects by utilizing alternative delivery
10methods, including design-build, construction management, and
11other progressive building methodologies, an innovative move
12for the construction industry at the time; the company moved
13into its new headquarters in East Peoria in 2002 with the new
14facility serving as an example of the group's visionary
15abilities to bring clients' visions to life; and
 
16    WHEREAS, River City Construction opened its third location
17in Ashland, Missouri in 2004 under the same guiding principles
18as the founders envisioned, focusing on relationships as the
19driver of success for the central Missouri region; it again
20expanded its reach by opening a fourth location in O'Fallon,
21Illinois in 2023 to better serve long-standing clients located
22in and around the Metro East area and the surrounding St. Louis
23areas; and

1    WHEREAS, River City Construction's guiding principles and
2business philosophies have not changed since its inception; as
3it continues to grow and expand today, the firm's principles
4remain steadfast in upholding its core values of integrity,
5excellence, relationships, and innovation; the company's
6principals include President Leanne Skuse, Executive Vice
7Presidents Andy Cook, Steve Dorris, Kent Kampwerth, Josh
8Sanders, Vice Presidents Gabe Rodriguez, Joe Seymour, and Mark
9Ward as well as Board Members Michael Cullinan and Allen
10Cullinan; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we congratulate River City Construction on its 40th
14anniversary, and we wish its officers and employees every
15success in the future; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to River City Construction as an expression of our
18esteem and respect.
