| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The Immigrant Family Resource Program (IFRP) is a | 3 | | partnership among the Illinois Department of Human Services, | 4 | | the Illinois Coalition for Immigrant and Refugee Rights, and | 5 | | 65 partnering community organizations throughout our State; | 6 | | and | 7 | | WHEREAS, IFRP connects immigrant and refugee families to | 8 | | valuable services, including case management, public benefits, | 9 | | translation, interpretation, and financial assistance, as they | 10 | | move toward economic self-sufficiency; and | 11 | | WHEREAS, IFRP serves the full diversity of our State's | 12 | | immigrant and refugee population, providing assistance in 59 | 13 | | languages, including Spanish, Polish, Arabic, Hindi, Urdu, | 14 | | Chinese, Korean, Vietnamese, Pashto, Ukrainian, Burmese, | 15 | | French, and more; and | 16 | | WHEREAS, IFRP assists over 20,000 immigrants and refugees | 17 | | each year; and | 18 | | WHEREAS, IFRP began in 1999 as a state initiative | 19 | | responding to confusion and lack of information in the midst | 20 | | of federal cuts to public benefit eligibility for thousands of | 21 | | immigrants who are lawfully present in the United States but |

| 1 | | had not yet become U.S. citizens; and | 2 | | WHEREAS, IFRP has provided crucial outreach, education, | 3 | | and application assistance for immigrants and refugees amid | 4 | | often confusing policy changes regarding health care access, | 5 | | nutritional assistance, income support, and other needs; and | 6 | | WHEREAS, IFRP has used a successful model of working with | 7 | | community-based partners that immigrant and refugee families | 8 | | often otherwise rely upon and trust for information, | 9 | | education, and support services; and | 10 | | WHEREAS, IFRP's network has proven nimble and resilient in | 11 | | responding to emerging needs, such as the need for culturally | 12 | | and linguistically accessible programming during the COVID-19 | 13 | | pandemic, the arrival of Syrian refugees in the 2010s, Afghans | 14 | | fleeing Afghanistan after the Taliban takeover in August 2021, | 15 | | Ukrainians leaving Ukraine after the Russian invasion in | 16 | | February 2022, and most recently, asylum seekers transported | 17 | | from the southern border since August 2022; and | 18 | | WHEREAS, IFRP has enjoyed consistent bipartisan support | 19 | | from Republican and Democratic governors and legislators | 20 | | throughout the past 25 years; therefore, be it | 21 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

| 1 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 2 | | we congratulate the Immigrant Family Resource Program for its | 3 | | 25 years of service to our State's immigrant and refugee | 4 | | families in assisting them on their path to self-sufficiency | 5 | | and integration into our State's economy and community; and be | 6 | | it further | 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | presented to the Illinois Coalition for Immigrant and Refugee | 9 | | Rights as an expression of respect and appreciation for their | 10 | | work. |
