1 AN ACT concerning promotion.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Promotion Act is amended by
5 changing Section 5 as follows:
6 (20 ILCS 665/5) (from Ch. 127, par. 200-25)
7 Sec. 5. Marketing and private sector programs.
8 (a) The Department is authorized to make grants, subject
9 to appropriation, from funds transferred into the Tourism
10 Promotion Fund under subsection (1) of Section 4a of this Act
11 to counties, municipalities, not-for-profit organizations,
12 and local promotion groups and to assist such counties,
13 municipalities and local promotion groups in the promotion of
14 tourism attractions and tourism events. The Department, after
15 review of the application and if satisfied that the program
16 and proposed expenditures of the applicant appear to be in
17 accord with the purposes of this Act, must grant to the
18 applicant an amount not to exceed 60% of the proposed
19 expenditures.
20 (b) The Department may make grants, subject to
21 appropriation, from funds transferred into the Tourism
22 Promotion Fund under subsection (1) of Section 4a to
23 counties, municipalities, not-for-profit organizations, local
24 promotion groups, and for-profit businesses to assist in
25 attracting and hosting tourism events matched with funds from
26 sources in the private sector. The Department, after review
27 of the application and if satisfied that the program
28 and proposed expenditures of the applicant appear to be in
29 accord with the purposes of this Act, must grant to the
30 applicant an amount not to exceed 50% of the proposed
31 expenditures.

1 Before any such grant may be made the county,
2 municipality, not-for-profit organization, local promotion
3 group, or for-profit business must make application to the
4 Department for such grant, setting forth the studies, surveys
5 and investigations proposed to be made and other activities
6 proposed to be undertaken. The application shall further
7 state, under oath or affirmation, with evidence thereof
8 satisfactory to the Department, the amount of funds held by,
9 committed to or subscribed to, and proposed to be expended
10 by, the applicant for the purposes herein described and the
11 amount of the grant for which application is made.
