Provides that the Department of Transportation shall have pre-bid, pre-construction meetings with county, township, and municipal elected officials and with all fire departments, law enforcement agencies, and medical providers in each Department district that will be impacted by the construction projects concerning the scope and nature of those construction projects. |

| 1 | | AN ACT concerning State government. | 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly: | 4 | | Section 5. The Department of Transportation Law of the | 5 | | Civil Administrative Code of Illinois is amended by changing | 6 | | Section 2705-605 as follows: | 7 | | (20 ILCS 2705/2705-605) | 8 | | Sec. 2705-605. Construction projects; notification of the | 9 | | public. | 10 | | (a) The Department shall develop and publish an updated | 11 | | policy for the notification of members of the public prior to | 12 | | the commencement of construction projects which impact their | 13 | | communities. The policy shall include procedures for ensuring | 14 | | that the public is informed of construction projects, | 15 | | excluding emergency projects, which are estimated to require | 16 | | the closure of a street or lane of traffic for a period longer | 17 | | than 5 consecutive business days. The policy shall include | 18 | | procedures for the notification of local public officials, | 19 | | including the highway commissioner in each Department district | 20 | | that will be impacted by the construction projects, and | 21 | | affected businesses of affected communities and shall provide | 22 | | the local public officials the opportunity to request a | 23 | | meeting with the Department prior to the initiation of the |

| 1 | | closure. | 2 | | (b) The policy shall include a requirement that the | 3 | | Department contact the highway commissioner located in each | 4 | | Department district that will be impacted by a proposed | 5 | | construction project. The policy shall be completed and | 6 | | published on the Department's Internet website by January 1, | 7 | | 2022. | 8 | | (c) The Department shall work with affected stakeholders, | 9 | | including residents, businesses, and other community members, | 10 | | before and during construction by considering various methods | 11 | | to mitigate and reduce project impacts to better serve those | 12 | | directly impacted by the improvement. Those methods could | 13 | | include, but need not be limited to, detour routing and | 14 | | temporary signage. | 15 | | (d) The Department shall have pre-bid, pre-construction | 16 | | meetings with county, township, and municipal elected | 17 | | officials and with all fire departments, law enforcement | 18 | | agencies, and medical providers in each Department district | 19 | | that will be impacted by the construction projects concerning | 20 | | the scope and nature of those construction projects. | 21 | | (Source: P.A. 102-393, eff. 8-16-21.) |
