| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Russell "Russ" Laine; and
| 4 | | WHEREAS, Russ Laine served as an infantry medic in the | 5 | | U.S. Army during the Vietnam War, where he received the Combat | 6 | | Medics Badge, a Purple Heart, and three Bronze Stars for | 7 | | Valor; he received his Bachelor of Arts from Aurora | 8 | | University; he earned his Juris Doctor from John Marshall Law | 9 | | School in Chicago in 1991; he graduated from the Police | 10 | | Administration Training Program at the Traffic Institute at | 11 | | Northwestern University and the Midwest Law Enforcement | 12 | | Executive Development Program; and
| 13 | | WHEREAS, Russ Laine began his law enforcement career with | 14 | | the Streamwood Police Department in 1976; he then worked in | 15 | | the Bartlett Police Department until 1982, where he served as | 16 | | acting chief in 1981; he became chief of police in Edgerton, | 17 | | Wisconsin until he took the chief position in Algonquin; he | 18 | | served as chief of police of the Algonquin Police Department | 19 | | from June 1985 until he retired in December 2014; he was hired | 20 | | to address a recent scandal and rebuild the Fox Lake Police | 21 | | Department in 2016, and he retired in June 2017; and
| 22 | | WHEREAS, Russ Laine served as the past president of the |

| 1 | | McHenry County Chiefs of Police Association, the Illinois | 2 | | Association of Chiefs of Police, and the International | 3 | | Association of Chiefs of Police, where he acted as the | 4 | | parliamentarian for nearly two decades; he helped introduce | 5 | | the Law Enforcement Torch Run for Special Olympics in | 6 | | Algonquin and McHenry County; he also lectured both nationally | 7 | | and internationally on topics such as police ethics; and
| 8 | | WHEREAS, Russ Laine earned the Law Enforcement Recognition | 9 | | Award from the Illinois Council Against Handgun Violence in | 10 | | 2007; and
| 11 | | WHEREAS, Russ Laine was known for his wisdom, his advice, | 12 | | and his willingness to help; he will be remembered as an | 13 | | extraordinary human being who impacted countless lives, | 14 | | including police officers, emerging leaders, his family, and | 15 | | his family of Special Olympians; therefore, be it
| 16 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 18 | | Russell "Russ" Laine and extend our sincere condolences to his | 19 | | family, friends, and all who knew and loved him; and be it | 20 | | further
