| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of retired State Senator William "Bill" | 4 | | R. Haine, who passed away on August 16, 2021; and
| 5 | | WHEREAS, Bill Haine was born to James Delos Haine and Mary | 6 | | Alice Haine in Alton on August 8, 1944, the second of four | 7 | | sons; he was baptized at St. Patrick's Catholic Church in | 8 | | Alton; he attended St. Patrick's Grade School and Marquette | 9 | | High School in Alton; he earned his bachelor's degree from St. | 10 | | Louis University; he then enlisted and served in Vietnam as a | 11 | | member of the First Cavalry Division (Air Mobile) where he | 12 | | earned the Bronze Star for Meritorious Service in Combat | 13 | | Operations; upon returning home from his military service, he | 14 | | earned his Juris Doctor degree from St. Louis University; he | 15 | | married Anna Francis Schickel at the Grailville Oratory in | 16 | | Loveland, Ohio on August 7, 1971; and
| 17 | | WHEREAS, Bill Haine began his legal career as a clerk for | 18 | | George Moran on the Fifth District Appellate Court; he soon | 19 | | became an assistant public defender while entering into | 20 | | private practice with Randy Bono in Wood River; and
| 21 | | WHEREAS, Bill Haine's long and distinguished career of | 22 | | public service began with his election to the Madison County |

| 1 | | Board, where he served from 1978 to 1988; he was then elected | 2 | | to multiple terms as a state's attorney, serving from 1988 to | 3 | | 2002, and as a state senator, serving from 2002 to 2018; he was | 4 | | serving on the Illinois Board of Elections at the time of his | 5 | | death; and
| 6 | | WHEREAS, Bill Haine served as Chair of the Insurance | 7 | | Committee, Majority Caucus Whip, and Assistant Majority leader | 8 | | during his time in the Illinois Senate and gained a reputation | 9 | | for working across the aisle on issues important to Alton, his | 10 | | Senate district, and the entire State of Illinois; and | 11 | | WHEREAS, Bill Haine was the legislative architect of a | 12 | | sweeping plan to modernize the levee system in the Metro East | 13 | | region, an effort that has helped protect homes and businesses | 14 | | from flood damage in recent years; and | 15 | | WHEREAS, Bill Haine drew upon his distinguished, | 16 | | award-winning law enforcement background from his time as | 17 | | Madison County State's Attorney to sponsor, negotiate, and win | 18 | | approval of the state's medical marijuana law that balanced | 19 | | compassionate use with stringent standards and regulations; | 20 | | and | 21 | | WHEREAS,
Bill Haine was widely recognized as the historian | 22 | | of the Senate, whose telling of personal reminiscences, local |

| 1 | | and state history, and national lore provided not only | 2 | | meaningful insight during Senate proceedings but often moments | 3 | | of levity; and
| 4 | | WHEREAS,
Bill Haine was a true statesman and a gentleman | 5 | | whose studied and reasoned consideration of legislation and | 6 | | practical approach to politics earned the esteem and | 7 | | admiration of his Senate colleagues, many of whom considered | 8 | | him a mentor; and
| 9 | | WHEREAS,
Bill Haine became a member of St. Mary's Parish | 10 | | when St. Patrick's closed and was often a lector at Mass; he | 11 | | was a member of many civic and religious organizations, | 12 | | including the Knights of Columbus, the Equestrian Order of the | 13 | | Holy Sepulchre of Jerusalem, the American Legion, and the | 14 | | Veterans of Foreign Wars; and
| 15 | | WHEREAS, Despite Bill Haine's many awards and | 16 | | accomplishments, he considered the crowning achievement of his | 17 | | life to be his marriage to his wife Anna, whom he met in | 18 | | college, and the family they built together; and | 19 | | WHEREAS, Bill Haine elevated everything he did with his | 20 | | example, his humor, his good taste, his love of truth, and his | 21 | | faith, and his counsel was sought by many; he was a great lover | 22 | | of art, music, and, his favorite subject, history; he could |

| 1 | | often be found reading the newspaper or a good book; he was | 2 | | devoted to his hometown and took daily walks with his wife | 3 | | through the Middletown neighborhood, where he was born, lived, | 4 | | and died; and
