| HOUSE RESOLUTION

| WHEREAS, The Bald Eagle was designated as the United | 3 |
| States' National Emblem on June 20, 1782, by our country's | 4 |
| founding fathers at the Second Continental Congress; and
| 5 |
| WHEREAS, The Bald Eagle is unique to North America and | 6 |
| represents such American values and attributes as freedom, | 7 |
| courage, strength, spirit, justice, quality, and excellence; | 8 |
| and
| 9 |
| WHEREAS, The Bald Eagle is the central image used in the | 10 |
| Great Seal of the United States and in the logos of many | 11 |
| branches of the U.S. government, including the Office of the | 12 |
| President; Congress; the Departments of Defense, Commerce, | 13 |
| Treasury, Justice, and State; and the United States Postal | 14 |
| Service; and
| 15 |
| WHEREAS, The Bald Eagle's image, meaning and symbolism have | 16 |
| played a significant role in the beliefs, traditions, | 17 |
| religions, lifestyles, and heritage of Americans from all walks | 18 |
| of life, including United States military service men and | 19 |
| women, American Indians, Christians, and members of various | 20 |
| civic, fraternal, patriotic, veterans, youth, conservation, | 21 |
| educational, outdoors, nature, sportsmen, wildlife, political, | 22 |
| and sports organizations; and

| WHEREAS, The Bald Eagle's image, meaning, and symbolism | 2 |
| have played a significant role in American art, music, | 3 |
| literature, architecture, commerce, education, culture, and on | 4 |
| U.S. stamps, currency, and coinage; and
| 5 |
| WHEREAS, The Bald Eagle was once endangered with possible | 6 |
| extinction but is now making a gradual and encouraging comeback | 7 |
| to America's skies; and
| 8 |
| WHEREAS, The Bald Eagle was federally classified as an | 9 |
| "endangered species" in the lower 48 states under the | 10 |
| Endangered Species Act in 1973, and was then upgraded to a less | 11 |
| imperiled "threatened" status under that Act in 1995; and
| 12 |
| WHEREAS, The Bald Eagle is expected to be delisted from | 13 |
| Endangered Species Act protection in 2007 by the Department of | 14 |
| Interior and the U.S. Fish and Wildlife Service, but will | 15 |
| continue to be protected under the Bald and Golden Eagle Act of | 16 |
| 1940 and the Migratory Bird Treaty Act of 1918; and | 17 |
| WHEREAS, The recovery of the American Bald Eagle population | 18 |
| was largely accomplished due to the vigilant efforts of | 19 |
| numerous caring agencies, corporations, organizations and | 20 |
| citizens; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 2 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 3 |
| proclaim June 20, 2007, and every year thereafter as American | 4 |
| Eagle Day in the State of Illinois; and be it further
| 5 |
| RESOLVED, That a suitable copy of this resolution be | 6 |
| presented to Girl Scout Troop 1128 of Crystal Lake, Illinois, | 7 |
| as a symbol of our appreciation of their efforts in presenting | 8 |
| this recognition of the Bald Eagle to the General Assembly.
