Amends the Youth Homelessness Prevention Subcommittee Act. Changes the name of the Act from the Youth Homelessness Prevention Subcommittee Act to the Youth Homelessness Prevention Commission Act. Provides that the Youth Homelessness Prevention Commission (rather than Subcommittee) is created in the Department of Human Services under the Youth Services Division (rather than in the Governor's Cabinet on Children and Youth). Modifies membership provisions concerning the Commission. Provides that the Department of Human Services (rather than the Governor's Office) shall provide administrative support to the Commission. Modifies the requirements for meetings and reports of the Commission. Abolishes the Commission on January 1, 2024. Repeals the Act on January 1, 2015. Makes conforming changes.

| 16 | | Sec. 10. Youth Homelessness Prevention Commission | 17 | | Subcommittee . The Youth Homelessness Prevention Commission is | 18 | | created in the Department of Human Services under the Youth | 19 | | Services Division. In 2016 the Governor, by Executive Order, | 20 | | created a Governor's Cabinet on Children and Youth to ensure | 21 | | that all children and youth in Illinois are healthy, safe, | 22 | | well-educated, and successfully launched into |

| 1 | | self-sufficiency. To better serve youth leaving State systems | 2 | | of care and to bring Illinois in line with the national goal of | 3 | | ending youth homelessness by 2020, the Cabinet on Children and | 4 | | Youth shall create a subcommittee to drive the State's | 5 | | strategic vision for preventing homelessness among youth | 6 | | leaving State systems of care. The subcommittee shall be known | 7 | | as the Youth Homelessness Prevention Subcommittee.

The Youth Homelessness Prevention | 13 | | Commission Subcommittee shall: | 14 | | (1) Review the discharge planning, service plans, and | 15 | | discharge procedures for youth leaving the custody or | 16 | | guardianship of the Department of Children and Family | 17 | | Services, the Department of Juvenile Justice, the | 18 | | Department of Human Services' Division of Mental Health, | 19 | | and the Department of Corrections to determine whether such | 20 | | discharge planning and procedures ensure housing stability | 21 | | for youth leaving State systems of care.
| 22 | | (2) Collect data on the housing stability of youth for | 23 | | one year after they are released from the custody or | 24 | | guardianship of the Department of Children and Family | 25 | | Services, the Department of Juvenile Justice, the |

| 1 | | Department of Human Services' Division of Mental Health, or | 2 | | the Department of Corrections.
| 3 | | (3) Based on data collected under paragraph (2) | 4 | | regarding youth experiencing homelessness after leaving | 5 | | State systems of care, create a plan to improve discharge | 6 | | policies and procedures to ensure housing stability for | 7 | | youth leaving State systems of care.
| 8 | | (4) Provide recommendations on community plans for | 9 | | sustainable housing; create education and employment plans | 10 | | for homeless youth; and create strategic collaborations | 11 | | between the Department of Children and Family Services, the | 12 | | Department of Juvenile Justice, the Department of Human | 13 | | Services' Division of Mental Health, and the Department of | 14 | | Corrections with respect to youth leaving State systems of | 15 | | care.

| 21 | | Sec. 25. Quorum. A majority of the members of the | 22 | | Commission Subcommittee shall constitute a quorum, and all | 23 | | recommendations of the Commission Subcommittee shall require | 24 | | approval of a majority of the total members of the Commission | 25 | | Subcommittee .

The Department of Human | 6 | | Services Governor's Office shall provide administrative | 7 | | support to the Youth Homelessness Prevention Commission | 8 | | Subcommittee as needed, including with respect to compliance | 9 | | with State ethics laws, the Open Meetings Act, and the Freedom | 10 | | of Information Act.
