2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

5 Section 5. The following named sums, or so much thereof
6 as may be necessary, respectively, for the objects and
7 purposes hereinafter named, are appropriated to meet the
8 ordinary and contingent expenses of the Department of

18 Section 10. The sum of $4,500,000, or so much thereof as
19 may be necessary, is appropriated from the Federal Support
20 Agreement Revolving Fund to the Department of Military
21 Affairs for expenses related to Army National Guard
22 Facilities operations and maintenance as provided for in the
23 Cooperative Funding Agreements, including costs in prior
24 years.
25 Section 15. The sum of $285,000, or so much thereof as
26 may be necessary, is appropriated from the Federal Support
27 Agreement Revolving Fund to the Department of Military
28 Affairs for expenses related to the Bartonville and Kankakee
29 armories for operations and maintenance according to the
30 Joint-Use Agreement, including costs in prior years.
31 Section 20. The sum of $47,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Department of Military Affairs for rehabilitation
3 and minor construction at armories and camps.
4 Section 25. The sum of $16,000, or so much thereof as
5 may be necessary, is appropriated from the General Revenue
6 Fund to the Department of Military Affairs for expenses
7 related to the care and preservation of historic artifacts.
8 Section 30. The sum of $1,500,000, or so much thereof as
9 may be necessary, is appropriated from the Military Affairs
10 Trust Fund to the Department of Military Affairs to support
11 youth and other programs, provided such amounts shall not
12 exceed funds to be made available from public or private
13 sources.
14 Section 35. The sum of $7,500,000, or so much thereof as
15 may be necessary, is appropriated from the Illinois Military
16 Family Relief Fund to the Department of Military Affairs for
17 the issuance of grants to families of persons who are members
18 of the Illinois National Guard or Illinois residents who are
19 members of the armed forces of the United States and who have
20 been called to active duty as a result of the September 11,
21 2001 terrorist attacks.
22 Section 40. The sum of $1,554,228, or so much thereof as
23 may be necessary, is appropriated from the General Revenue
24 Fund to the Department of Military Affairs for grants of
25 $259,038 to the designee of an Armed Forces member "killed in
26 the line of duty." The Armed Forces member must be on active
27 duty in Operation Enduring Freedom or Operation Iraqi
28 Freedom.
29 Section 45. The sum of $250,000, or so much thereof as

1 may be necessary, is appropriated from the Illinois National
2 Guard Armory Construction Fund to the Department of Military
3 Affairs for land acquisition and construction of parking
4 facilities at armories.
5 Section 50. The sum of $104,700, or so much thereof as
6 may be necessary, and remains unexpended at the close of
7 business on June 30, 2003, from appropriations heretofore
8 made in Article 44, Section 9 of Public Act 92-538, as
9 amended, is reappropriated from the Illinois National Guard
10 Armory Construction Fund for land acquisition and
11 construction of parking facilities at armories.
12 Section 55. The sum of $13,700, or so much thereof as
13 may be necessary, and remains unexpended at the close of
14 business on June 30, 2003, from appropriations heretofore
15 made in Article 44, Section 10 of Public Act 92-538, as
16 amended, is reappropriated from the Illinois National Guard
17 Armory Construction Fund for land acquisition and
18 construction of parking facilities at armories.
19 Section 60. No contract shall be entered into or
20 obligation incurred for any expenditures made from an
21 appropriation herein made in Sections 4, 8, and 9 until after
22 the purpose and amounts have been approved in writing by the
23 Governor.
24 Section 99. Effective date. This Act takes effect on
25 July 1, 2003.
