1 AN ACT making appropriations and reappropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Division FY04. This Division contains appropriations
6 made for the fiscal year beginning July 1, 2003.
7 Section 1. The sum of $2,000,000, or so much thereof as
8 may be necessary, is appropriated from the Build Illinois
9 Bond Fund to the Department of Natural Resources for grants
10 and contracts for well plugging and restoration projects. The
11 appropriated amount shall be in addition to any other
12 appropriated amounts which can be expended for these
13 purposes.
14 Section 2. The sum of $7,000,000, or so much thereof as
15 may be necessary, is appropriated from the Build Illinois
16 Bond Fund to the Department of Natural Resources for the
17 Division of Water Resources for costs associated with the
18 repair of the Lake Michigan shoreline in Chicago. The
19 appropriated amount shall be in addition to any other

22 Section 3. The sum of $2,000,000, or so much thereof as
23 may be necessary, is appropriated from the Build Illinois
24 Bond Fund to the Environmental Protection Agency for deposit
25 into the Brownfields Redevelopment Fund for use pursuant to
26 Sections 58.13 and 58.15 of the Environmental Protection
27 Act.

3 as may be necessary and remains unexpended at the close of
4 business on June 30, 2003, from a reappropriation heretofore

6 1-4 of Public Act 92-717, as amended, is reappropriated from
7 the Build Illinois Bond Fund to the Capital Development Board
8 for the Historic Preservation Agency for all costs associated
9 with the stabilization and restoration of the Pullman
10 Historic Site.
11 Section 1-5. The sum of $27,131, or so much thereof as
12 may be necessary and remains unexpended at the close of
13 business on June 30, 2003, from a reappropriation heretofore

31 Division FY86-FY93. The reappropriations in this

1 Division continue certain appropriations initially made for
2 the fiscal years beginning July 1, 1985 through 1992,
3 combined for the purpose of the Build Illinois Program set
4 forth below.
5 Section 10B. The amount of $70,232,823, or so much
6 thereof as may be necessary, and remains unexpended on June
7 30, 2003, from appropriations heretofore made for such
8 purposes in Article 3, Division FY90, Section 10B of Public
9 Act 92-717, as amended, is reappropriated from the Build
10 Illinois Bond Fund to the Environmental Protection Agency for
11 wastewater compliance grants to units of local government or
12 sewer systems and wastewater treatment facilities pursuant to
13 procedures and rules established under the Anti-Pollution
14 Bond Act. These grants are limited to projects for which the
15 local government provides at least 30% of the project cost.
16 There is an approved project compliance plan, and there is an
17 enforceable compliance schedule prior to the grant award. The
18 grant award will be based on eligible project cost contained
19 in the approved compliance plan.
20 Section 10E. The amount of $101,572, or so much thereof
21 as may be necessary, and remains unexpended on June 30, 2003
22 from appropriations heretofore made for such purposes in
23 Article 3, Division FY91, Section 10E of Public Act 92-717,
24 as amended, is reappropriated from the Build Illinois Bond
25 Fund to the Capital Development Board for the University of
26 Illinois for miscellaneous capital improvements including
27 construction, reconstruction, remodeling, improvement, repair
28 and installation of capital facilities, costs of planning,
29 supplies, equipment, materials, services, and all other
30 expenses required to complete the work. This appropriation
31 shall be in addition to any other appropriated amounts which
32 can be expended for these purposes.

1 Section 10G. The amount of $774,870, or so much thereof
2 as may be necessary, and remains unexpended on June 30, 2003,
3 from appropriations heretofore made for such purposes in
4 Article 3, Division FY91, Section 10G of Public Act 92-717,
5 as amended, is reappropriated from the Build Illinois Bond
6 Fund to the Capital Development Board for the Illinois
7 Community College Board for grants to community colleges
8 repair, renovation, and miscellaneous capital improvements
9 including construction, reconstruction, remodeling,
10 improvement, repair and installation of capital facilities,
11 costs of planning, supplies, equipment, materials, services,
12 and all other expenses required to complete the work. This
13 appropriation shall be in addition to any other appropriated
14 amounts which can be expended for these purposes.
15 Division 9999. This Division contains provisions
16 governing the expenditure of funds appropriated in these
17 Articles.
18 No contract shall be entered into or obligation incurred
19 for any expenditures from the appropriations made in this
20 Article until after the purposes and amounts have been
21 approved in writing by the Governor.
22 Section 99. Effective date. This Act takes effect on
23 July 1, 2003.
