Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department's investigators have expanded powers of peace officers to enforce taxing and other measures related to liquor, racing, and gaming. The investigators may exercise the powers if there is a threat to life or safety and local law enforcement is notified as soon as practical.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Department of Revenue Law of the
Civil | 5 |
| Administrative Code of Illinois is amended by changing Section | 6 |
| 2505-305 as follows:
| 7 |
| (20 ILCS 2505/2505-305) (was 20 ILCS 2505/39b15.1)

| Sec. 2505-305. Investigators.
| 9 |
| (a) The Department has the power to
appoint investigators | 10 |
| to conduct all investigations,
searches, seizures, arrests, | 11 |
| and other duties imposed under the provisions
of any law | 12 |
| administered by the Department , the Illinois Liquor Control | 13 |
| Commission, the Illinois Racing Board,
or the Illinois Gaming | 14 |
| Board. These
Except as provided in subsection (c), these | 15 |
| investigators have
and
may exercise all the powers of peace | 16 |
| officers only as provided in this Section. An investigator may | 17 |
| exercise the powers of a peace officer while solely for the | 18 |
| purpose of
enforcing taxing or other measures administered by | 19 |
| the Department , the Illinois Liquor Control Commission, the | 20 |
| Illinois Racing Board,
or the Illinois Gaming Board. An | 21 |
| investigator may exercise the powers of a peace officer when he | 22 |
| or she discovers any criminal offense or violation while | 23 |
| enforcing any measure administered by the Department, the |

| Illinois Liquor Control Commission, the Illinois Racing Board, | 2 |
| or the Illinois Gaming Board if (i) the criminal offense or | 3 |
| violation creates a threat to the life or safety of the | 4 |
| investigator or any other person and (ii) the investigator | 5 |
| notifies the proper local law enforcement agency as soon as is | 6 |
| practical.
| 7 |
| (b) The Director must authorize to each investigator | 8 |
| employed under this
Section and
to any other employee of the | 9 |
| Department exercising the powers of a peace
officer a
distinct | 10 |
| badge that, on its face, (i) clearly states that the badge is
| 11 |
| authorized
by the
Department and (ii)
contains a unique | 12 |
| identifying number.
No other badge shall be authorized by
the | 13 |
| Department.
| 14 |
| (c) (Blank). Investigators appointed under this Section | 15 |
| who are assigned to the
Illinois Gaming Board have and may | 16 |
| exercise all
the rights and powers
of peace officers,
provided | 17 |
| that these powers shall be limited to offenses or violations | 18 |
| occurring
or committed on a riverboat or dock, as defined in | 19 |
| subsections (d) and (f) of
Section 4 of the Riverboat
Gambling | 20 |
| Act.
