28 making refunds of overpayments of estate tax and accrued
29 interest on those overpayments, if any, and payment of
30 certain statutory costs of assessment.
31 Section 60. The amount of $2,851,800, or so much of that

1 amount as may be necessary, is appropriated to the State
2 Treasurer from the General Revenue Fund for the purpose of
3 making refunds of accrued interest on protested tax cases.
4 Section 65. The amount of $27,000,000, or so much of
5 that amount as may be necessary, is appropriated to the State
6 Treasurer from the Transfer Tax Collection Distributive Fund
7 for the purpose of making payments to counties pursuant to
8 Section 13b of the Illinois Estate and Generation-Skipping
9 Transfer Tax Act.
10 Section 70. The amount of $500,000, or so much of that
11 amount as may be necessary, is appropriated to the State
12 Treasurer from the Matured Bond and Coupon Fund for payment
13 of matured bonds and interest coupons pursuant to Section 6u
14 of the State Finance Act.
15 Section 75. The following named amounts, or so much of
16 those amounts as may be necessary, respectively, for the
17 objects and purposes named in this Section, are appropriated
18 to the State Treasurer for the payment of interest on and
19 retirement of State bonded indebtedness: For payment of
20 principal and interest on any and all bonds issued pursuant
21 to the Anti-Pollution Bond Act, the Transportation Bond Act,
22 the Capital Development Bond Act of 1972, the School
23 Construction Bond Act, the Illinois Coal and Energy
24 Development Bond Act, and the General Obligation Bond Act:

29 Section 80. The amount of $500,000, or so much thereof

2 Treasurer's costs to administer the Capital Litigation Trust
3 Fund in accordance with the Capital Crimes Litigation Act.
4 Section 85. The amount of $2,191,200, or so much thereof
5 as may be necessary, is appropriated from the Capital
6 Litigation Trust Fund to the State Treasurer for a block
7 grant to the Cook County Treasurer for the separate account
8 for payment of expenses of the Cook County State's Attorney
9 in capital cases in Cook County in accordance with the
10 Capital Crimes Litigation Act.
11 Section 90. The amount of $1,462,500, or so much thereof
12 as may be necessary, is appropriated from the Capital
13 Litigation Trust Fund to the State Treasurer for a block
14 grant to the Cook County Treasurer for the separate account
15 for payment of expenses of the Cook County Public Defender in
16 capital cases in Cook County in accordance with the Capital
17 Crimes Litigation Act.
18 Section 95. The amount of $800,000, or so much thereof
19 as may be necessary, is appropriated from the Capital
20 Litigation Trust Fund to the State Treasurer for a block
21 grant to the Cook County Treasurer for the separate account
22 for payment of compensation and expenses of court appointed
23 defense counsel, other than the Cook County Public Defender,
24 in capital cases in Cook County in accordance with the
25 Capital Crimes Litigation Act.
26 Section 100. The following named amount of $3,000,000,
27 or so much thereof as may be necessary, is appropriated from
28 the Capital Litigation Trust Fund to the State Treasurer for
29 the separate account held by the State Treasurer for payment
30 of compensation and expenses of court appointed counsel other

1 than Public Defenders incurred in the defense of capital
2 cases in counties other than Cook County in accordance with
3 the Capital Crimes Litigation Act.
4 Section 105. The following named amount of $500,000, or
5 so much thereof as may be necessary, is appropriated from the
6 Capital Litigation Trust Fund to the State Treasurer for the
7 separate account held by the State Treasurer for payment of
8 expenses of Public Defenders incurred in the defense of
9 capital cases in counties other than Cook County in
10 accordance with the Capital Crimes Litigation Act.
11 Section 110. Effective date. This Act takes effect on
12 July 1, 2003.
