Amends the Law Enforcement Camera Grant Act. Defines "law enforcement officer" or "officer" as any person employed by a
unit of local government (rather than a county, municipality, or township) or an Illinois public university as a policeman, peace officer or in some
like position involving the enforcement of the law and protection of the
public interest at the risk of that person's life. Provides that "unit of local government" has the meaning ascribed to it in Section 1 of Article VII of the Illinois Constitution. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Law Enforcement Camera Grant Act is amended | 5 | | by changing Section 5 as follows: | 6 | | (50 ILCS 707/5) | 7 | | Sec. 5. Definitions. As used in this Act: | 8 | | "Board" means the Illinois Law Enforcement Training | 9 | | Standards Board
created by the Illinois Police Training Act. | 10 | | "In-car video camera" means a video camera located in a | 11 | | law enforcement patrol vehicle. | 12 | | "In-car video camera recording equipment" means a video | 13 | | camera recording system located in a law enforcement patrol | 14 | | vehicle consisting of a camera assembly, recording mechanism, | 15 | | and an in-car video recording medium. | 16 | | "In uniform" means a law enforcement officer who is | 17 | | wearing any officially authorized uniform designated by a law | 18 | | enforcement agency, or a law enforcement officer who is | 19 | | visibly wearing articles of clothing, badge, tactical gear, | 20 | | gun belt, a patch, or other insignia indicating that he or she | 21 | | is a law enforcement officer acting in the course of his or her | 22 | | duties. | 23 | | "Law enforcement officer" or "officer" means any person |

public interest | 5 | | at the risk of that person's life. | 6 | | "Officer-worn body camera" means an electronic camera | 7 | | system for creating, generating, sending, receiving, storing, | 8 | | displaying, and processing audiovisual recordings that may be | 9 | | worn about the person of a law enforcement officer. | 10 | | "Recording" means the process of capturing data or | 11 | | information stored on a recording medium as required under | 12 | | this Act. | 13 | | "Recording medium" means any recording medium authorized | 14 | | by the Board for the retention and playback of recorded audio | 15 | | and video including, but not limited to, VHS, DVD, hard drive, | 16 | | cloud storage, solid state, digital, flash memory technology, | 17 | | or any other electronic medium.
