| 1 | | AN ACT concerning transportation.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the | 5 | | Complete Streets Act. | 6 | | Section 5. Definitions. As used in this Act: | 7 | | "Complete streets" is the planning, life-cycle cost | 8 | | analysis of pavement options, design, implementation, | 9 | | operation, and maintenance of roads in order to reasonably | 10 | | address the safety and accessibility needs of users of all ages | 11 | | and abilities. Complete streets considers the needs of | 12 | | motorists, pedestrians, transit users and vehicles, | 13 | | bicyclists, and commercial and emergency vehicles moving along | 14 | | and across roads, intersections, and crossings in a manner that | 15 | | is sensitive to the local context and recognizes that the needs | 16 | | vary in urban, suburban, and rural settings. | 17 | | "Department" means the Department of Transportation of | 18 | | this State. | 19 | | Section 10. Implementation. The Department of | 20 | | Transportation shall implement a complete streets policy after | 21 | | consultation with stakeholders, State and regional agencies, | 22 | | local governments, and road authorities. The Department, after |

| 1 | | such consultation, shall address relevant protocols, guidance, | 2 | | standards, requirements, and training, and shall integrate | 3 | | related principles of context-sensitive solutions which shall | 4 | | include, among other principles, a life-cycle cost analysis. | 5 | | Section 15. Report. Beginning in 2012, the Secretary of the | 6 | | Department shall file an annual report no later than December | 7 | | 1st with the Governor and the General Assembly on the | 8 | | implementation and progress of the complete streets policy. | 9 | | Section 20. Local road authorities. Local road authorities | 10 | | are encouraged, but not required, to create and adopt complete | 11 | | streets policies for their roads that reflect local context and | 12 | | goals. Nothing in this Section may be construed to prohibit a | 13 | | local road authority from adopting a complete streets policy | 14 | | that incorporates or exceeds statutory complete streets | 15 | | principles.
