| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of David | 4 | | Stover, who passed away on April 2, 2023; and
| 5 | | WHEREAS, David Stover was born to Rosalee Stover and Dan | 6 | | Stover in Centralia on November 12, 1946; he earned his Master | 7 | | of Science in Rehabilitation Administration and Counseling | 8 | | from Southern Illinois University at Carbondale; he married | 9 | | Janet Dhom on August 28, 1977; and
| 10 | | WHEREAS, David Stover was named executive director of the | 11 | | Illinois Association of Rehabilitation Facilities (IARF) on | 12 | | November 5, 1975, which was founded to assist in the | 13 | | development and improvement of services to Illinois | 14 | | rehabilitation facilities and the clients and patients of | 15 | | those facilities through study, experimentation, and an | 16 | | exchange of experiences; under his leadership, IARF grew to | 17 | | the largest statewide organization of | 18 | | intellectual/developmental disability providers in the State | 19 | | of Illinois; during his tenure, the organization advanced the | 20 | | missions of not-for-profit disability providers throughout | 21 | | Illinois through advocacy to the government of Illinois; and
| 22 | | WHEREAS, David Stover was named manager of the newly |

| 1 | | formed American Medical Rehabilitation Providers Association | 2 | | (AMRPA) in 1997, which was founded to provide legislative and | 3 | | regulatory advocacy, policy development, educational | 4 | | resources, and technical assistance and to advance the | 5 | | interests of the medical rehabilitation providers community | 6 | | overall; and
| 7 | | WHEREAS, David Stover founded the association management | 8 | | company Futures in Rehabilitation Management (FIRM); over the | 9 | | next several years, his firm successfully managed the | 10 | | operations of several national and Illinois-based | 11 | | associations, including IARF, AMRPA, the Academy of Spinal | 12 | | Cord Injury Professionals (ASCIP), the Illinois Society of | 13 | | Association Executives (ISAE), the American Society of Trial | 14 | | Consultants (ASTC), the Association of Veterinary Technician | 15 | | Educators (AVTE), the Illinois State Dental Foundation (ISDF), | 16 | | and the Illinois Society of Association Executives (ISAE; and
| 17 | | WHEREAS, David Stover was involved in many organizations | 18 | | throughout his community; he and a committed team of leaders | 19 | | were instrumental in bringing the National High School Rodeo | 20 | | Finals to Springfield for the first time in 2000, which | 21 | | subsequently returned to Springfield in 2001, 2006, and 2007; | 22 | | he cofounded the Round Prairie Co-op in 2008, a not-for-profit | 23 | | organization committed to building a water supply and | 24 | | distribution system, which has provided water services to over |

| 1 | | 300 residences in central Illinois; he also served as | 2 | | secretary of the Boys & Girls Clubs of Central Illinois' Board | 3 | | of Directors for several years until 2011; and
| 4 | | WHEREAS, David and Janet Stover, through their marriage | 5 | | and partnership, were responsible for significant | 6 | | contributions to not-for-profit social service organizations | 7 | | in Illinois and throughout the country; they also established | 8 | | the David and Janet Stover Scholarship with Southern Illinois | 9 | | University at Carbondale in 1994 to recognize and support an | 10 | | outstanding graduate student with motivation and concern to | 11 | | work for improvements in services for persons with | 12 | | disabilities, with their scholarship having been awarded to 50 | 13 | | students since its establishment; and
| 14 | | WHEREAS, David Stover designed his partially underground | 15 | | home, where he and his wife resided for 32 years, which was | 16 | | featured in an episode on Home & Garden TV (HGTV) in 2005; and
| 17 | | WHEREAS, David Stover was preceded in death by his parents | 18 | | and his brother, Donny; and
| 19 | | WHEREAS, David Stover is survived by his wife; his | 20 | | daughters, Amy (Michael) Cheatham and Charlene (Mike) Walsh; | 21 | | his grandson, Noah; his brother, Danny (Linda) Stover; his | 22 | | sister-in-law, Jan Stover; his nephews, Brennan, Dannon, Zach, |

| 1 | | and Gabe; and his friend and first wife, Susan (Richard) | 2 | | Morris; therefore, be it
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 4 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 5 | | we mourn the passing of David Stover and extend our sincere | 6 | | condolences to his family, friends, and all who knew and loved | 7 | | him; and be it further
| 8 | | RESOLVED, That a suitable copy of this resolution be | 9 | | presented to the family of David Stover as an expression of our | 10 | | deepest sympathy.
