| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Charles "Chuck" Dennis Sandford of | 4 | | Marengo, who passed away on December 2, 2016, at the age of 70; | 5 | | and
| 6 | | WHEREAS, Charles Sandford was born in Joplin, Missouri to | 7 | | Charles William and Mary Louise (Williams) Sandford on August | 8 | | 30, 1946; he graduated from Washington High School in Cedar | 9 | | Rapids, Iowa in 1964, where he was active on the basketball and | 10 | | baseball teams; he married Maribeth (Kapilla) in 1991; and | 11 | | WHEREAS, Charles Sandford attended Northeast Missouri | 12 | | State Teachers College (now Truman State) for two years before | 13 | | entering the U.S. Army where he served for two years, including | 14 | | one year in Vietnam as a Specialist 5; after his discharge from | 15 | | the Army, he attended Upper Iowa University for one year; he | 16 | | then began his life in the Chicago area, including entering the | 17 | | horse business by owning pacers and quarter horses; and | 18 | | WHEREAS, Charles Sandford joined Maribeth's company, Bag | 19 | | Makers, Inc., and was named company president; he partnered | 20 | | with Maribeth to guide the company through three decades of | 21 | | rapid growth and success; and |

| 1 | | WHEREAS, Charles Sandford, along with his wife, entered the | 2 | | thoroughbred industry in 2010 under the stable name Chuck and | 3 | | Maribeth Sandford, LLC; the stable rose to prominence in 2012 | 4 | | while campaigning with the Florida Derby winner (G1), Take | 5 | | Charge Indy; Take Charge Indy was injured in the Kentucky | 6 | | Derby, but came back to win the Alysheba Stakes at Churchill | 7 | | Downs before retiring to WinStar Farm; and
| 8 | | WHEREAS, Charles Sandford enjoyed all aspects of the racing | 9 | | industry; he loved watching his horses and would spend | 10 | | countless hours at the barn with his longtime friend and | 11 | | trainer, Patrick Byrne; he always enjoyed watching the colts | 12 | | grow up into promising two-year olds; he was an active | 13 | | participant in numerous auctions including the September | 14 | | Yearling Sale at Keeneland and the Fasig-Tipton Two-Year-Olds | 15 | | In Training Sale in Florida; in addition to his great love of | 16 | | horses, he enjoyed dogs, golfing, bowling, and spending time | 17 | | with his family; and
| 18 | | WHEREAS, Charles Sandford was preceded in death by his | 19 | | parents; and
| 20 | | WHEREAS, Charles Sandford is survived by his wife, | 21 | | Maribeth; his sister, Cheryl (Roger) Bayness; his | 22 | | step-children, Paul (Stephanie) Fleming, and Jennifer Madai; | 23 | | his nephew, Jeremy (Jennifer) Bayness; his nieces, Jennifer |

| 6 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 7 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | 8 | | family and friends, mourn the passing of Charles D. Sandford, | 9 | | and extend our sincere condolences to his family, friends, and | 10 | | all who knew and loved him; and be it further
