| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:

| Section 5. The Grow
Your Own Teacher Education Act is | 5 |
| amended by changing Sections 10 and 30 and by adding Section 13 | 6 |
| as follows: | 7 |
| (110 ILCS 48/10) | 8 |
| Sec. 10. Definitions. In this Act: | 9 |
| "Accredited teacher preparation program" means a
| 10 |
| regionally accredited, Illinois approved teacher education | 11 |
| program authorized to
prepare individuals to fulfill all of the | 12 |
| requirements to
receive an Illinois initial teaching | 13 |
| certificate. | 14 |
| "Cohort" means a group of teacher education candidates who | 15 |
| are enrolled in and share experiences in the same program and | 16 |
| are linked by their desire to become Illinois teachers in | 17 |
| hard-to-staff schools and by their need for the services and | 18 |
| supports offered by the Initiative. | 19 |
| "Community organization" means a nonprofit organization | 20 |
| that has a demonstrated capacity to train, develop, and | 21 |
| organize parents and community leaders into a constituency that | 22 |
| will hold the school and the school district accountable for | 23 |
| achieving high academic standards; in addition to |

| organizations with a geographic focus, "community | 2 |
| organization" includes general parent organizations, | 3 |
| organizations of special education or bilingual education | 4 |
| parents, and school employee unions. | 5 |
| "Developmental classes" means classes in basic skill | 6 |
| areas, such as mathematics and language arts that are | 7 |
| prerequisite to, but not counted towards, degree requirements | 8 |
| of a teacher preparation program.
| 9 |
| "Eligible school" means a public elementary, middle, or | 10 |
| secondary school in this State that serves a substantial | 11 |
| percentage of low-income students and that is either hard to | 12 |
| staff or has hard-to-staff teaching positions.
| 13 |
| "Hard-to-staff school" means a public elementary, middle, | 14 |
| or secondary school in this State that, based on data compiled | 15 |
| by the State Board of Education in conjunction with the Board | 16 |
| of Higher Education , serves a substantial percentage of | 17 |
| low-income students, as defined by the State Board. | 18 |
| "Hard-to-staff teaching position" means a teaching
| 19 |
| category (such as special education, bilingual education, | 20 |
| mathematics, or science)
in which statewide data compiled by | 21 |
| the State Board of Education
in conjunction with the Board of | 22 |
| Higher Education indicates a multi-year pattern of substantial
| 23 |
| teacher shortage or that has been identified as a critical need | 24 |
| by the local school board.
| 25 |
| "Initiative" means the Grow Your Own Teacher Education
| 26 |
| Initiative created under this Act. |

| "Paraeducator" means an individual with a history of
| 2 |
| demonstrated accomplishments in school staff positions (such
| 3 |
| as teacher assistants, school-community liaisons, school
| 4 |
| clerks, and security aides) in schools that meet the definition | 5 |
| of a hard-to-staff school under this Section.
| 6 |
| "Parent and community leader" means an individual who has | 7 |
| or had a child enrolled in a school or schools that meet the | 8 |
| definition of a hard-to-staff school under this Section and who | 9 |
| has a history of active involvement in the school or who has a | 10 |
| history of working to improve schools serving a
substantial | 11 |
| percentage of low-income students, including membership in a | 12 |
| community organization. | 13 |
| "Program" means a Grow Your Own Teacher preparation program
| 14 |
| established by a consortium under this Act.
| 15 |
| "Schools serving a substantial percentage of low-income
| 16 |
| students" means schools that maintain any of grades | 17 |
| pre-kindergarten through 8, in which at least 35% of the | 18 |
| students are eligible to receive free or reduced-price lunches | 19 |
| and schools that maintain any of grades 9 through 12, in which | 20 |
| at least 25% of the students are eligible to receive free or | 21 |
| reduced price lunches. | 22 |
| "State Board" means the State Board of Higher Education.

| Sec. 13. Transfer of powers and duties to the Board of |

| Higher Education. On July 1, 2010, all powers and duties of | 2 |
| the State Board of Education under this Act shall be | 3 |
| transferred to the Board of Higher Education. All rules, | 4 |
| standards, guidelines, and procedures adopted by the State | 5 |
| Board of Education under this Act shall continue in effect as | 6 |
| the rules, standards, guidelines, and procedures of the Board | 7 |
| of Higher Education, until they are modified or abolished by | 8 |
| the Board of Higher Education. | 9 |
| (110 ILCS 48/30) | 10 |
| Sec. 30. Implementation of Initiative. The State Board | 11 |
| shall develop guidelines and application procedures for the | 12 |
| Initiative in fiscal year 2011 2005 . The State Board may, if it | 13 |
| chooses, award a small number of planning grants during any
| 14 |
| fiscal year to potential consortia. Other than existing | 15 |
| cohorts, the first programs under the Initiative shall be | 16 |
| awarded grants in such a way as to allow candidates to begin | 17 |
| their work at the beginning of the 2006-2007 school year. | 18 |

| Section 99. Effective date. This Act takes effect July 1, | 20 |
| 2010.
