| 2 | | WHEREAS, All over the world, persons who menstruate face | 3 | | numerous challenges in managing their menstruation, including | 4 | | pads and other supplies being unavailable or unaffordable, a | 5 | | lack of access to safe toilet facilities with clean water | 6 | | where they can clean themselves in privacy, discriminatory | 7 | | cultural norms or practices that make it difficult to maintain | 8 | | good menstrual hygiene, and other struggles; and | 9 | | WHEREAS, Poor menstrual hygiene undermines the educational | 10 | | opportunities, health, and overall social status of persons | 11 | | who menstruate; and
| 12 | | WHEREAS, As a result, millions of persons who menstruate | 13 | | are kept from reaching their full potential; and
| 14 | | WHEREAS, Menstrual Hygiene Day was initiated by the German | 15 | | non-profit WASH United in 2013; and
| 16 | | WHEREAS, Menstrual Hygiene Day is a global advocacy | 17 | | platform that brings together the voices and actions of | 18 | | non-profits, government agencies, individuals, the private | 19 | | sector, and the media to promote good menstrual hygiene | 20 | | management for all persons who menstruate; and

| 1 | | WHEREAS, Menstrual Hygiene Day breaks the silence, raises | 2 | | awareness, and changes negative social norms around menstrual | 3 | | hygiene management; and
| 4 | | WHEREAS, Menstrual Hygiene Day engages decision-makers to | 5 | | increase the political priority and sparks action for | 6 | | menstrual hygiene management at global, national, and local | 7 | | levels; and
| 8 | | WHEREAS, Every person who menstruates should be empowered | 9 | | to manage their menstruation safely, hygienically, with | 10 | | confidence, and without shame; no person who menstruates | 11 | | should be limited by something as natural and normal as a | 12 | | period; therefore, be it
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 14 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 15 | | we declare May 28, 2021 as Menstrual Hygiene Day in the State | 16 | | of Illinois.
