| AN ACT concerning education.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Illinois Cooperative Work Study Program Act | 5 |
| is amended by changing Section 3 as follows:
| 6 |
| (110 ILCS 225/3) (from Ch. 144, par. 2953)

| Sec. 3. Creation and implementation of program. A program | 8 |
| of
financial assistance to support student cooperative work | 9 |
| study programs in
higher education is established to benefit | 10 |
| students academically and
financially, reduce reliance on | 11 |
| loans, enhance public-private sector
partnerships, and | 12 |
| encourage students to seek permanent employment in Illinois.
| 13 |
| The Board shall administer the program of financial | 14 |
| assistance and shall
distribute the funds appropriated by the | 15 |
| General Assembly for this purpose
in the form of grants to | 16 |
| public or nonpublic institutions of higher
education to expand | 17 |
| opportunities for students to pursue internships,
clinical | 18 |
| placement, cooperative programs with business and industry, | 19 |
| and
other work opportunities linked to a student's academic | 20 |
| program. In awarding
grants under this Act, the Board shall | 21 |
| consider whether programs:
| 22 |
| (1) strengthen cooperation between higher education, | 23 |
| business,
industry, and government;

| (2) promote school/college partnerships;
| 2 |
| (3) encourage social and community service activities;
| 3 |
| (4) maximize the use of matching contributions from | 4 |
| business and
industry, governmental and social agencies, | 5 |
| and participating colleges and
universities to support | 6 |
| student wages;
| 7 |
| (5) create new opportunities for partnerships between | 8 |
| the public
and private sectors;
| 9 |
| (6) integrate other components of student financial | 10 |
| aid to reduce
reliance on student loans; and
| 11 |
| (7) meet other criteria that the Board determines are | 12 |
| appropriate.
| 13 |
| Grants to institutions under this Act shall support work | 14 |
| experiences for students in academic program priority areas | 15 |
| that address critical workforce skills shortages, including | 16 |
| without limitation science, technology, engineering, | 17 |
| mathematics, health, nursing, education, and other academic | 18 |
| program priority areas as determined annually by the Board. The | 19 |
| Board shall assure that a representative number of the grants | 20 |
| support
cooperative work study programs that support work | 21 |
| experiences for students
in academic programs of engineering, | 22 |
| science, math, and education.
| 23 |
| No grant may be awarded under this Section for any program | 24 |
| of sectarian
instruction or for any program designed to serve a | 25 |
| sectarian purpose.
| 26 |
| As part of its administration of the Act, the Board may |

| require
evaluations, audits or reports in relation to fiscal | 2 |
| and academic aspects
of any program for which a grant is | 3 |
| awarded under this Act. The Board
shall annually submit to the | 4 |
| Governor and General Assembly a budgetary
recommendation for | 5 |
| grants under this Act.
| 6 |
| The Board may adopt rules it deems necessary for | 7 |
| administration of this Act.

| Section 99. Effective date. This Act takes effect July 1, | 10 |
| 2008.
