1 AN ACT making appropriations and reappropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The sum of $685,839,100, or so much thereof
5 as may be necessary, is appropriated from the General Revenue
6 Fund to the Board of Trustees of the University of Illinois
7 for any expenditures or purposes authorized by law, including
8 payment to the University for personal services and related
9 costs incurred, for the fiscal year ending June 30, 2004.
10 Section 10. The sum of $87,439,500, or so much thereof
11 as may be necessary, is appropriated from the Education
12 Assistance Fund to the Board of Trustees of the University of
13 Illinois for any expenditures or purposes authorized by law,
14 including payment to the University for personal services and
15 related costs incurred, for the fiscal year ending June 30,
16 2004.
17 Section 15. The sum of $1,408,000, or so much thereof as
18 may be necessary, is appropriated from the Fire Prevention
19 Fund to the Board of Trustees of the University of Illinois
20 for the purpose of maintaining the Illinois Fire Service
21 Institute, paying its expenses, and providing the facilities
22 and structures incident thereto, including payment to the
23 University for personal services and related costs incurred
24 during the fiscal year ending June 30, 2004.
25 Section 20. The sum of $150,000, or so much thereof as
26 may be necessary, is appropriated from the State College and
27 University Trust Fund to the Board of Trustees of the
28 University of Illinois for scholarship grant awards, in
29 accordance with Public Act 91-83.

1 Section 25. The sum of $1,500,000, or so much thereof as
2 may be necessary, is appropriated from the Presidential
3 Library and Museum Operating Fund to the Board of Trustees of
4 the University of Illinois to meet the ordinary and
5 contingent expenses of the Abraham Lincoln Presidential
6 Center for Government Studies at the University of Illinois
7 at Springfield.
8 Section 30. The sum of $1,000,000, or so much thereof as
9 may be necessary, is appropriated from the Tobacco Settlement
10 Recovery Fund to the Board of Trustees of the University of
11 Illinois for the ordinary and contingent expenses of
12 technology transfer.
13 Section 35. The sum of $2,000,000, or so much thereof as
14 may be necessary, is appropriated from the Tobacco Settlement
15 Recovery Fund to the Board of Trustees of the University of
16 Illinois to support veterinary medicine research.
17 Section 40. The sum of $184,298, or so much thereof as
18 may be necessary and remains unexpended on June 30, 2003,
19 from an appropriation heretofore made for such purpose in
20 Article 13, Section 30 of Public Act 92-538, is
21 reappropriated from the Capital Development Fund to the Board
22 of Trustees of the University of Illinois to acquire and
23 develop land for expansion of the Chicago campus, including
24 demolition, landscaping, and site improvements, planning,
25 construction, remodeling, extension, and modification of
26 campus utility systems, and such other expenses as may be
27 necessary to construct a public safety and transportation
28 facility and to develop student recreational areas.
29 Section 45. The sum of $52,953, or so much thereof as
30 may be necessary and remains unexpended on June 30, 2003,

1 from an appropriation heretofore made for such purpose in
2 Article 13, Section 35 of Public Act 92-538, is
3 reappropriated from the Capital Development Fund to the Board
4 of Trustees of the University of Illinois to plan for all
5 aspects of construction and to acquire and develop land,
6 including demolition, landscaping, site improvements,
7 extension and modification of campus utility systems,
8 relocation of programs, and such other expenses as may be
9 necessary, to construct a College of Medicine building in
10 Chicago.
11 Section 50. The sum of $1,625,000, or so much thereof as
12 may be necessary and remains unexpended on June 30, 2003,
13 from an appropriation heretofore made for such purpose in
14 Division FY98, Article 3, Section 32 of Public Act 92-717, is
15 reappropriated to the University of Illinois (formerly to the
16 Capital Development Board) from the Build Illinois Bond Fund
17 to plan for a medical school replacement at the University of
18 Illinois at Chicago.
19 Section 55. The sum of $40,698,713, or so much thereof
20 as may be necessary and remains unexpended on June 30, 2003,
21 from an appropriation heretofore made for such purpose in
22 Article 13, Section 45 of Public Act 92-538, is
23 reappropriated from the Capital Development Fund to the Board
24 of Trustees of the University of Illinois to construct an
25 education and research facility for the College of Medicine
26 in Chicago, including planning, land acquisition, demolition,
27 construction, remodeling, landscaping, site improvements,
28 equipment, extension or modification of campus utility
29 systems, relocation of programs, and such other expenses as
30 may be necessary to complete the facility.
31 Section 60. The following named amount, or so much

1 thereof as may be necessary and remains unexpended on June
2 30, 2003, from an appropriation heretofore made for such
3 purpose in Article 13, Section 50 of Public Act 92-538, is
4 reappropriated from the Capital Development Fund to the Board
5 of Trustees of the University of Illinois for the following
6 project:
7 For land acquisition to expand the College of Agricultural,
8 Consumer and Environmental Science....................$78,129
9 Section 65. The sum of $12,715,704, or so much thereof
10 as may be necessary and remains unexpended on June 30, 2003,
11 from an appropriation heretofore made for such purpose in
12 Article 2, Section 104 of Public Act 92-717, is
13 reappropriated from the Capital Development Fund to the
14 University of Illinois for planning, construction, and
15 equipment for a computer science in engineering facility.
16 Section 70. The sum of $14,873,040, or so much thereof
17 as may be necessary and remains unexpended on June 30, 2003,
18 from an appropriation heretofore made for such purpose in
19 Article 2, Section 106 of Public Act 92-717, is
20 reappropriated from the Capital Development Fund to the
21 University of Illinois at Springfield for constructing a
22 classroom and office building, in addition to any other funds
23 appropriated for this purpose for this fiscal year.
24 Section 75. The sum of $814,444, or so much thereof as
25 may be necessary and remains unexpended on June 30, 2003,
26 from an appropriation heretofore made for such purpose in
27 Article 13, Section 65 of Public Act 92-538, is
28 reappropriated from the Capital Development Fund to the
29 University of Illinois for digitalization infrastructure for
30 WILL-TV (Urbana-Champaign).

1 Section 80. The sum of $477,225, or so much thereof as
2 may be necessary and remains unexpended on June 30, 2003,
3 from an appropriation heretofore made for such purpose in
4 Article 13, Section 70 of Public Act 92-538, is
5 reappropriated from the Capital Development Fund to the
6 University of Illinois for digitalization infrastructure for
7 WILL-TV (Urbana-Champaign).
8 Section 85. The sum of $814,444, or so much thereof as
9 may be necessary and remains unexpended on June 30, 2003,
10 from an appropriation heretofore made for such purpose in
11 Article 13, Section 75 of Public Act 92-538, is
12 reappropriated from the Capital Development Fund to the
13 University of Illinois for digitalization infrastructure for
14 WILL-TV (Urbana-Champaign).
15 Section 90. The sum of $25,000,000, or so much thereof
16 as may be necessary and remains unexpended on June 30, 2003,
17 from an appropriation heretofore made for such purpose in
18 Article 1, Section 16 of Public Act 92-717, is reappropriated
19 from the Capital Development Fund to the Board of Trustees of
20 the University of Illinois to plan and construct an education
21 and research facility for the College of Medicine in Chicago,
22 including planning, land acquisition, demolition,
23 construction, remodeling, landscaping, site improvements,
24 equipment, extension or modification of campus utility
25 systems, relocation of programs, and such other expenses as
26 may be necessary to complete the facility. This
27 reappropriation is in addition to any other funds
28 appropriated for this purpose for this fiscal year.
29 Section 95. The sum of $15,000,000, or so much thereof
30 as may be necessary and remains unexpended on June 30, 2003,
31 from an appropriation heretofore made for such purpose in

1 Article 1, Section 23 of Public Act 92-717, is reappropriated
2 from the Capital Development Fund to the Board of Trustees of
3 the University of Illinois to plan and construct a classroom
4 and office building at the Springfield Campus and related
5 utility systems, including planning, land acquisition,
6 demolition, construction, remodeling, landscaping, site
7 improvements, equipment, extension or modification of campus
8 utility systems, and such other expenses as may be necessary
9 to complete the facility. This reappropriation is in addition
10 to any other funds appropriated for this purpose for this
11 fiscal year.
12 Section 100. The sum of $13,761,948, or so much thereof
13 as may be necessary and remains unexpended at the close of
14 business on June 30, 2003, from an appropriation heretofore
15 made for that purpose in Article 2, Section 48 of Public Act
16 92-717, is reappropriated from the Capital Development Fund
17 to the Board of Trustees of the University of Illinois for
18 all costs associated with the space needs of the Department
19 of Natural Resources, Illinois Natural History Survey
20 Division, and State Water Survey Division, on the campus of
21 the University of Illinois in Champaign, including
22 construction, capital facilities, planning, relocation,
23 renovation and rehabilitation, mechanical systems, materials,
24 services, and all other costs required to complete the work.
25 Section 999. Effective date. This Act takes effect July
26 1, 2003.
