| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Werner Baer, who passed away on March 31, | 4 | | 2016 at the age of 85; and
| 5 | | WHEREAS, Werner Baer was born in Offenbach am Main, Germany | 6 | | in 1931; his family emigrated from Switzerland to New York | 7 | | shortly after World War II; he received his bachelor's degree | 8 | | from Queen's College in 1953, and a master's and a Ph.D.
from | 9 | | Harvard University in 1955 and 1958 respectively; and
| 10 | | WHEREAS, Werner Baer was the Jorge Paulo Lemann | 11 | | Distinguished Professor of Economics at the University of | 12 | | Illinois, where he served for more than 40 years from 1974 to | 13 | | 2016; prior to that, he was a teacher at Yale (1961-65) and | 14 | | Vanderbilt (1965-74); he served as a program advisor for the | 15 | | Ford Foundation in Rio de Janeiro from 1967 to
1976; he also | 16 | | served as a visiting lecturer at the Pontifical Catholic | 17 | | University of Rio de Janeiro,
Brazil and the New University of | 18 | | Lisbon, Portugal; and | 19 | | WHEREAS, Werner Baer influenced generations of students | 20 | | and was a driving force behind Latin American Studies at the | 21 | | University of Illinois; his research was centered on Latin | 22 | | America's industrialization and economic development, |

of Import Substitution Industrialization (ISI) and | 2 | | Brazil; and | 3 | | WHEREAS, Werner Baer had an outstanding record of scholarly | 4 | | achievement, including books Industrialization
and Economic | 5 | | Development in Brazil (1965), The Development of the Brazilian | 6 | | Steel Industry (1970),
The Brazilian Economy: Its Growth and | 7 | | Development (1979), now in its sixth edition, as well as a
| 8 | | lengthy stream of articles on a diverse range of economic and | 9 | | policy issues; and | 10 | | WHEREAS, Werner Baer served on the editorial boards of the | 11 | | Luse-Brazilian Review, the Emerging Markets Review,
Economia | 12 | | Aplicada, the Latin American Business Review, Revista | 13 | | Latinoamericana de Historica Economica y
Social, Revista | 14 | | Paraguaya de Estudios Sociologicos, the Latin American | 15 | | Research Review, and World
Development; and
| 16 | | WHEREAS, Werner Baer is survived by his sister, Marianne | 17 | | (Peter) Kilby, and his nieces and nephews, Damian, Christopher, | 18 | | and Karen; therefore, be it
| 19 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 21 | | Werner Baer, and extend our sincere condolences to his family, | 22 | | friends, and all who knew and loved him; and be it further
