| HOUSE RESOLUTION
| 2 |
| WHEREAS, The General Assembly of the State of Illinois has | 3 |
| always been concerned for the welfare of children, especially | 4 |
| those who have no one to care for them; and
| 5 |
| WHEREAS, In 1863, the General Assembly incorporated the | 6 |
| Springfield Home for the Friendless in an effort to aid orphan | 7 |
| children and widows left homeless by the Civil War; and
| 8 |
| WHEREAS, This invaluable charitable undertaking has served | 9 |
| for over one hundred and forty years and continues to serve the | 10 |
| community at the same location as the Family Service Center of | 11 |
| Sangamon County; and
| 12 |
| WHEREAS, Today, the not-for-profit group still offers a | 13 |
| helping hand to families in need through counseling services, | 14 |
| adoption assistance, post-adoption service, foster care, and | 15 |
| many other family-based outreaches; and
| 16 |
| WHEREAS, In the original legislation approved February 12, | 17 |
| 1863, the General Assembly appointed the following officers: | 18 |
| Samuel H. Treat, President; George Pasfield, Sr., Vice | 19 |
| President; George Bowen, Secretary; Jacob Bunn, Treasurer; | 20 |
| Eliza Pope, Mercy Conklin, Louisa Dresser, Susan Cook, Lydia | 21 |
| Williams, Elizabeth Bunn, Harriet Campbell, Ann Eastman, Maria | 22 |
| Lathrop, Mary Hay, Catherine Hickox, Mary Ann Dennis, and | 23 |
| Elizabeth Matheny, Board of Managers; and
| 24 |
| WHEREAS, The long tradition of service continues under its | 25 |
| current officers: Deborah
Raupp, President; Danielle Outlaw, | 26 |
| First Vice-President; Karola Beahringer, Second | 27 |
| Vice-President; Carolyn York, Secretary; Jim Hagerman, | 28 |
| Treasurer; Deb Woods, Immediate
Past President; Shelby | 29 |
| Alfonsi, Kevin Linder, Subhash Chaudhary, Janice
Scharamm, and | 30 |
| Thomas Wilson, Board of Directors; and Josie Rocco, Executive

| Director; and

| WHEREAS, The Family Service Center was inducted into the | 3 |
| Illinois State Historical Society's Centennial Awards in 2001 | 4 |
| and has most recently been recognized by the City of | 5 |
| Springfield for continuously serving the community for one | 6 |
| hundred years or more; and
| 7 |
| WHEREAS, The Family Service Center and its predecessors | 8 |
| received funding from membership dues, gifts, and | 9 |
| contributions from the community chest; today, financial | 10 |
| support is generated from service fees, the United Way, | 11 |
| governmental grants and contracts, and fundraising; with the | 12 |
| establishment of the Family Service Center Endowment Fund | 13 |
| through the Sangamon County Community Foundation, an | 14 |
| additional promising destination has been created to insure the | 15 |
| long-term viability of the Springfield community's oldest | 16 |
| social service agency; therefore, be it
| 17 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 18 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 |
| the Family
Service Center of Sangamon County, originally | 20 |
| incorporated by the General Assembly as
the Springfield Home | 21 |
| for the Friendless, and its officers be recognized for their | 22 |
| dedication and service; and be it further
| 23 |
| RESOLVED, That a suitable copy of this resolution be | 24 |
| presented to the Board of Directors of the Family Service | 25 |
| Center at its upcoming donor recognition reception at the | 26 |
| Pasfield House on February 3, 2005, as an expression of our | 27 |
| esteem.
